Inleiding
In Dokkum gesitueerde WATERTOREN ontworpen door architect Vegter (1906-1982) in opdracht van het I.W.G.L. als onderdeel van het naoorlogse uitbreidingsprogramma. In de jaren 1956 - '58 werden in Friesland een viertal watertorens gerealiseerd, respectievelijk in Nes, St.-Jacobiparochi, Drachten en Dokkum. Een vijfde project betrof de verbouwing van een lichttoren op Schiermonnikoog (1950). De twee torens die in ditzelfde programma nog in Workum en Kollum waren voorzien, zijn echter nooit gebouwd. Ontwikkelingen in de watervoorziening en de bouwtechniek maakten de bouw van nieuwe watertorens overbodig. Steeds meer watertorens worden sindsdien (jaren 1970) buiten gebruik gesteld. De toren in Dokkum, in bezit van waterbedrijf Vitens, is nog in functie.
In 1957 krijgt ir. J.J.M. Vegter van de I.W.G.L., voorloper van het latere Waterleiding Fryslân, de opdracht tot ontwerp en bouw van een tweetal watertorens in de provincie. De toren in Dokkum wordt in 1958 gerealiseerd in een naoorlogse uitbreidingswijk gelegen ten westen van de stad die zeer typerend de naam 'Watertorenbuurt' zal krijgen. De watertoren is met zijn opbouw van kelder, schacht en waterreservoir traditioneel van opzet. Vernieuwend is de uitgesproken soberheid en de toepassing van glijbekisting bij de bouw van de toren. Om het reservoir aan de binnenzijde zo glad mogelijk en de toren aan de buitenzijde vuilafstotend te maken werd gebruik gemaakt van geverfde bekistingen. Vegter had in de belvedère oorspronkelijk een restaurant gedacht, compleet met lessenaar en buffet en daarmee optimaal gebruik willen maken van zijn hoogte, markante ligging en zijn nog immer krachtige, beeldbepalende functie in het silhouet van Dokkum.
Omschrijving
Het betreft een sobere, gesloten, ca. 38 m hoge betonnen toren bestaande uit een kelder waarboven een zeshoekige betonnen schacht met steunberen die de sterk uitkragende ommanteling van het reservoir dragen. Het reservoir heeft een inhoud van 1.000 m3. In de bovenste zone van deze uitkraging is een lichtstrook aangebracht die bestaat uit een alternerend stelsel van vensteropeningen die als het ware zigzaggend zijn geplaatst tussen een zestal puntige muurdammen. Achter deze strook bevindt zich het uitzichtpunt ofwel belvedère. De toren wordt bekroond door een vlakke lijst met een, eveneens zeshoekige piramidevormige glazen spits als beëindiging van het centrale trappenhuis. De toren is gefundeerd op een stalen plaat.
De versiering van de toren is sober. Ter decoratie is op de mantel een witverglaasde steen aangebracht. Op verschillende plaatsen is de betonnen constructie aan de binnenzijde bekleed met baksteen (wenteltrap) en een verticale gele verblendsteen (spiltrap). Op andere plaatsen in het interieur wordt het beton verlevendigd door de sporen van de toegepaste glijbekisting. De toren kent een viertal bouwlagen te weten kelder, verdieping, eerste verdieping met het bassin en de belvedère. Een bescheiden, risalerende deurpartij met luifel biedt toegang tot de verdieping. In het interieur neemt het trappenhuis een centrale plaats in. Vanaf de begane grond leidt een wenteltrap naar de eerste verdieping. Daar gaat deze over in een spiltrap die als een slakkenhuis draait rondom een opengewerkte stalen spil. De belvedère heeft geen noemenswaardige inrichting. De toren heeft in de loop der jaren geen tot nauwelijks wijzigingen ondergaan, met uitzondering van de ingangspartij met voorgelegen terras.
Waardering
De watertoren te Dokkum is van algemeen belang en een essentieel toonbeeld van de wederopbouwperiode in Nederland vanwege: - zijn cultuurhistorische waarde, vanwege zijn rol als een late bouwkunstige uiting van een belangrijke ontwikkeling in de watervoorziening van ons land; - zijn architectuurhistorische waarde, gelegen in zijn opmerkelijke ontwerpkwaliteit die onder meer tot uitdrukking komt in de krachtige vormgeving, de evenwichtige verhoudingen en de verticale lineariteit van met name de schacht; zijn bouwtechnische betekenis in de vernieuwende toepassing van (deels geschilderde) glijbekisting en zijn betekenis als bijzonder object in het oeuvre van architect J.J. M. Vegter; - de watertoren te Dokkum is daarenboven gaaf; - zijn stedenbouwkundige waarde, gelegen in de (historische) belevingswaarde van de watertoren te Dokkum die niet alleen vanaf het maaiveld tot uitdrukking komt door de silhouetwerking en de markante verschijningsvorm, maar ook door het boven het reservoir gesitueerde uitzichtpunt met fraai panorama over de omgeving; - zijn zeldzaamheidswaarde, aangezien de bouwopdracht 'watertoren' sinds de jaren '70 van de twintigste eeuw in ons land niet meer wordt verstrekt.

A WATER TOWER situated in Dokkum designed by architect Vegter (1906-1982) commissioned by the I.W.G.L. as part of the post-war expansion programme. In the years 1956 - '58 four water towers were realised in Friesland, respectively in Nes, St.-Jacobiparochi, Drachten and Dokkum. This is an austere, closed concrete tower approximately 38 m high consisting of a basement above which is a hexagonal concrete shaft with buttresses that support the strongly overhanging casing of the reservoir. The reservoir has a capacity of 1,000 m3. In the upper zone of this overhang a light strip has been provided consisting of an alternating arrangement of window openings that are arranged in a zigzag pattern, as it were, between six pointed wall piers. Behind this strip is the viewing point or belvedere. The tower is crowned by a flat cornice with an equally hexagonal pyramid-shaped glazed spire as the completion of the central stairwell. The tower is founded on a steel plate.
The decoration of the tower is austere. For ornamentation a white-glazed stone has been applied to the mantle. In various places the concrete structure is lined on the inside with brickwork (spiral staircase) and a vertical yellow facing brick (newel staircase). In other places in the interior the concrete is enlivened by the traces of the sliding formwork employed. The tower has four storeys namely basement, ground floor, first floor with the basin and the belvedere. A modest, projecting entrance with canopy provides access to the first floor. The stairwell occupies a central place in the interior. From the ground floor a spiral staircase leads to the first floor. There it transforms into a newel staircase which spirals like a snail shell around an open steel core. The belvedere has no noteworthy furnishings. Over the years the tower has undergone no or hardly any alterations, with the exception of the entrance section with forecourt terrace.
Valuation
The water tower in Dokkum is of general importance and an essential exemplar of the post-war reconstruction period in the Netherlands because of: - its cultural-historical value, because of its role as a late architectural expression of an important development in the water supply of our country; - its architectural-historical value, residing in its remarkable design quality which is expressed among other things in the powerful shaping, the balanced proportions and the vertical linearity in particular of the shaft; its building-technical significance in the innovative application of (partly painted) sliding formwork and its significance as a remarkable object in the oeuvre of architect J.J.M. Vegter; - the water tower in Dokkum is moreover intact; - its urban planning value, residing in the (historical) experiential value of the water tower in Dokkum which is expressed not only from ground level through the silhouette effect and striking appearance, but also through the viewing point situated above the reservoir with beautiful panorama over the surroundings; - its rarity value, since the building commission 'water tower' has no longer been issued in our country since the 1970s.
