Omschrijving
Halfvrijstaande STADSVILLA, binnen de bebouwde kom, gelegen op de rooilijn, uit circa 1876. De stadsvilla is gebouwd in de stijl van het Neo-classicisme met elementen van het Eclecticisme. De architect is onbekend. Het pand is ontstaan uit drie oudere panden. In 1876 is het pand door de eigenaar Hubert Hermans gesloopt tot aan de begane grondlaag, waarna de neo-classicistische voorgevel is geplaatst.
Rechts naast het pand bevindt zich een tot het achtererf toegang gevende poort, uit 1888, voorzien van paneeldeuren. In 1964 heeft een interne verbouwing plaatsgevonden, waarbij een paar kamers zijn verkleind en drie dakkapellen in het dakvlak van de voorgevel zijn verdwenen. De hoofdopzet van het pand is daarbij echter bewaard gebleven. Het pand vormt architectuurhistorisch één geheel met het voormalige koetshuis Oelemarkt 8. De aanbouw aan de achtergevel dateert uit de jaren '80 van de twintigste eeuw.
Omschrijving
Twee-laags pand met rechthoekig grondplan in lengterichting, onderkelderd en met kapverdieping onder schilddak met geknikte dakvlakken, gedekt met leien in maasdekking. Aan de voorzijde bevinden zich twee hoektorens met siersmeedwerk en twee symmetrisch in het dakvlak geplaatste barokke oeil-de-boeufs, aan de achterzijde is een hijsluik ten behoeve van de zolderverdieping aan weerzijden geflankeerd door twee barokke oeil-de-boeufs.
De voorgevel, rechterzijgevel en achtergevel zijn gebosseerd gepleisterde gevels, de linkerzijgevel is opgetrokken in baksteen. Alle originele houten T-vensters zijn nog aanwezig. De opzet van de voorgevel is streng symmetrisch ingedeeld en wordt afgesloten door een zware architraaflijst en gekorniste kroonlijst met bewerkte consoles. De gevel wordt vertikaal geleed door lisenen en gevelopeningen, met een scherpe scheiding van de verdiepingen door een brede bewerkte horizontale lijst tussen de begane grond en de zeven verdiepingsramen. Deze lijst is bij de schijnrisalieten voorzien van balusters. Tevens bevinden zich boven de verdiepingsramen, ter plaatse van de schijnrisalieten, segmentboogvormige frontons. Boven de andere verdiepingsramen zijn driehoekige frontons aangebracht. Deze frontons rusten op langs de gevelopeningen aanwezige zuilachtige geprofileerde stuclijsten.
De vensterbanken van de zes ramen op de begane grond zijn gekoppeld, slechts doorbroken bij de entree, en vormen een cordonband. Deze cordonband rust op een brede eenvoudig bewerkte plint. Rechts in de middentravee bevindt zich een entreeportaal met hardstenen dorpel en een authentieke houten voordeur met twee glaspanelen met smeedijzerwerk en frontonornamenten, onder een rechthoekig bovenlicht. De rechterzijgevel heeft een rondboogvormige entree met hierin een niet authentieke rechthoekige houten deur met een ovaal kijkglas met bovenlicht en rechthoekige zijlichten. Op de verdieping bevindt zich een vensteropening met T-venster.
De achtergevel is asymmetrisch van opzet. De vensters van de begane grond zijn licht segmentboogvormig. De vensters van de verdieping zijn rechthoekig. Onder de dakrand bevindt zich een rechte eenvoudige kroonlijst met onbewerkte fries. De begane grond telt van links naar rechts twee T-vensters, dan een terugliggend entreeportaal met houten deur en bovenlicht. Daarnaast bevinden zich weer twee T- vensters. Naast deze is een klein venster en daarnaast een eenvoudige houten deur met bovenlicht. Rechts op de begane grond bevindt zich een kleine aanbouw onder plat dak met een houten deur. Daarboven is een klein venster.
De verdieping telt van links naar rechts vijf houten T-vensters. Daarnaast bevinden zich een houten zes-ruits venster en een klein licht segmentboogvormig venster.
De linkergevel staat gedeeltelijk tegen het buurpand aan en is blind. Rechts naast het pand bevindt zich een houten poort uit 1888 met rijk bewerkte deuren die toegang geeft tot het achtererf. De poort wordt aan de bovenzijde afgesloten door een driehoekig fronton.
Het pand bezit een rijk interieur dat uit de laatste kwart van de negentiende eeuw dateert, met onder meer vrijwel alle oorspronkelijke paneeldeuren met omlijstingen en een mooi geornamenteerde bordestrap. De vloeren zijn belegd met de oorspronkelijke mozaiektegels en in de gangen, diverse kamers en trappenhal zijn de plafonds en sleutelstukken van zeer rijk, gedeeltelijk figuratief stucwerk voorzien. Typerend op de verdieping zijn de lantaarn waardoor het licht via het dak naar binnenvalt, een metalen "korinthische" zuil die het schoorsteenkanaal verbergt van de schouw van een kamer op de begane grond en op de verdieping een deur met bewerkt glas die het toilet van de gang scheidt.
Waardering
De STADSVILLA aan de Oelemarkt is van algemeen belang als goed voorbeeld van een rijk uitgevoerd woonhuis uit het eind van de negentiende eeuw. Het pand bezit architectuurhistorische waarde vanwege de esthetische kwaliteiten van het ontwerp en door de toegepaste neo-classicistische stijl met eclectische elementen. Het goed bewaard gebleven interieur onderstreept de monumentale waarde van het pand en kenmerkt zich ondermeer door het trappenhuis en de fraaie stucwerkplafonds, de vloeren en de gewelfde kelders. Tevens is het pand van cultuurhistorische waarde als bijzondere uiting van een sociaal-economische en industriële ontwikkeling, als rijk uitgevoerde stadsvilla van een rijke handelsfamilie in Weert.
De stadsvilla heeft situeringswaarde als karakteristiek onderdeel van de historische bebouwing aan de Oelemarkt en het centrum van Weert, waarin het pand vanwege de grootte en verschijningsvorm een beeldbepalende rol speelt.
Ensemblewaarde heeft het pand met het voormalig koetshuis aan de Oelemarkt 8.
Tenslotte is de structuur van het pand vrijwel in tact hetgeen blijkt uit de situering van gang, trappenhuis en kamers.

Semi-detached TOWN VILLA, within the built-up area, situated on the building line, from circa 1876. The town villa was built in the style of Neo-classicism with elements of Eclecticism. The architect is unknown. The property was created from three older properties. In 1876 the property was demolished by the owner Hubert Hermans down to ground floor level, after which the neo-classical facade was installed.

Description
Two-storey property with rectangular ground plan in longitudinal direction, with cellar and roof storey under a hipped roof with kinked roof planes, covered with slate in overlapping courses. On the front side there are two corner towers with ornamental ironwork and two baroquely placed oeil-de-boeufs symmetrically placed in the roof plane, on the rear side there is a hoist window flanked on either side by two baroquely placed oeil-de-boeufs.
The front facade, right side facade and rear facade are rusticated rendered facades, the left side facade is built of brick. All original wooden T-windows are still present. The layout of the front facade is strictly symmetrically arranged and is terminated by a heavy architrave moulding and corniced cornice with worked consoles. The facade is vertically articulated by pilasters and facade openings, with a sharp division of the storeys by a broad worked horizontal moulding between the ground floor and the seven storey windows. This moulding is provided with balusters at the false risalits. Above the storey windows, at the location of the false risalits, there are segmentally arched pediments. Above the other storey windows triangular pediments are installed. These pediments rest on stucco mouldings with column-like profiles present along the facade openings.
The window sills of the six windows on the ground floor are coupled, only interrupted at the entrance, and form a string course. This string course rests on a broad simply worked plinth. On the right in the central bay there is an entrance portal with a sandstone threshold and an authentic wooden front door with two glass panels with ironwork and pediment ornaments, under a rectangular fanlight. The right side facade has a round-arched entrance with a non-authentic rectangular wooden door with an oval peephole and rectangular side lights. On the upper floor there is a window opening with T-window.
The rear facade is asymmetrically arranged. The windows of the ground floor are lightly segmentally arched. The windows of the upper floor are rectangular. Below the eaves there is a straight simple cornice with unworked frieze. The ground floor contains from left to right two T-windows, then a recessed entrance portal with wooden door and fanlight. Next to it are two T-windows again. Next to these is a small window and next to that a simple wooden door with fanlight. On the right of the ground floor is a small extension under a flat roof with a wooden door. Above it is a small window.
The upper floor contains from left to right five wooden T-windows. Next to these are a wooden six-pane window and a small lightly segmentally arched window.
The left facade is partially adjacent to the neighbouring property and is blank. Immediately to the right of the property is a wooden gate from 1888 with richly worked doors providing access to the rear courtyard. The gate is terminated at the top by a triangular pediment.
The property has a richly decorated interior dating from the last quarter of the nineteenth century, with, among other things, virtually all original panel doors with surrounds and a beautifully ornamented staircase. The floors are laid with original mosaic tiles and in the hallways, various rooms and stairwell the ceilings and keystones are provided with very rich, partially figurative stucco work. Typical on the upper floor are the lantern through which light enters from the roof, a metal "Corinthian" column that hides the chimney flue from the fireplace of a room on the ground floor and on the upper floor a door with worked glass that separates the toilet from the hallway.
Valuation
The TOWN VILLA on the Oelemarkt is of general importance as a fine example of a richly executed residence from the end of the nineteenth century. The property has architectural-historical value because of the aesthetic qualities of the design and the applied neo-classical style with eclectic elements. The well-preserved interior underscores the monumental value of the property and is characterized among other things by the stairwell and the fine stucco work ceilings, the floors and the vaulted cellars. The property is also of cultural-historical value as a special expression of socio-economic and industrial development, as a richly executed town villa of a wealthy merchant family in Weert.
The town villa has siting value as a characteristic component of the historic buildings on the Oelemarkt and the centre of Weert, in which the property because of its size and appearance plays a defining role in the townscape.
The property has ensemble value with the former coach house at Oelemarkt 8.
