Omschrijving
Inleiding.
In de stijl van het Traditionalisme met elementen van Hollandse Neo-Renaissance gebouwd raadhuis. Het raadhuis werd gebouwd in 1902. Het vml. raadhuis is centraal in de kern Ottersum gesitueerd. Aan het dorpsplein bevinden zich tevens de r.k. kerk, pastorie en de begraafplaats. Het vml. raadhuis is aan de achtergevel verbonden met de vml. veldwachterswoning.
Omschrijving.
Voormalig raadhuis op een rechthoekige plattegrond. Het pand telt een bouwlaag plus dakverdieping. Verzonken zadeldak met muldenpannen. Het toegepaste bouwmateriaal is baksteen en hardsteen. Metselwerk in kruisverband. Rechthoekige houten vensters en deur met hardstenen lateien. Vensters met roedeverdeling. Niet authentieke dubbele voordeur. Bovenlicht voordeur met roedeverdeling. In de topgevel twee houten luiken. Kleine keldervensters. Symmetrische indeling voorgevel. Plint geaccentueerd met band hardsteen. Doorlopende hardsteen vensterdorpels. Speklagen. Entree met bordes met tweezijdig opgaande trap met elk vijf hardsteen treden. Smeedijzeren trapleuning met vier bakstenen kolommen met bolbekroning. Middendeel voorgevel iets vooruitspringend en uitlopend in een trapgevel. Voordeur in een rondboogvormige omlijsting met aan weerszijden pilasterachtig metselwerk met hardsteen basement en kapiteel. Vulstuk van de voordeur met hardsteen aanzet- en sluitstenen. In het vulstuk van de voordeur het gemeentewapen van Ottersum in hardsteen. In de topgevel twee houten luiken in een hardstenen omlijsting. Dubbele rondboogvormige vulstukken met tegeldecoratie. Trapgeveltreden bekroond met pionnen. Trapgevel met kleine hardstenen klauwstukken. Kleine dakruiter met uientoren en windvaan. Aan weerszijden van de voordeur twee hoge ramen met een rondboogvormig vulstuk met hierin een driepas met tegeldecoratie. Dakgoot met houten klossen rustend op gestucte consoles. Aan benedenzijde van de dakgoot een decoratieve natuurstenen waterlijst en tussen de consoles kleine diamantkoppen. Linkerzijgevel uitlopend in een tuitgevel met kleine schouderstukken en bekroond met een schoorsteen en vier pionnen. Plint linkerzijgevel geaccentueerd met band hardsteen. Vensters met doorlopende hardsteen dorpels. In het middendeel van de linkerzijgevel een geprofileerd doorlopend schoorsteenkanaal met een boogvormige hardstenen aanzet met hierin een roosornament. In de eerste bouwlaag twee hoge vensters met rondboogvormige vulstukken met hierin diamantkoppen. In de topgevel aan weerszijden van het schoorsteenkanaal een klein rechthoekig houten venster met rondboogvormig vulstuk. Rechts resp. links van deze vensters een ronde nis met hierin diamantkoppen als decoratie. Vrijwel blinde rechterzijgevel met in de eerste bouwlaag een hoog venster en met een trap naar de kelderdeur. Deze gevel eveneens uitlopend in een tuitgevel met kleine schouderstukken en bekroond met een schoorsteen en vier pionnen. Van het interieur is onder meer het volgende van belang. De authentieke structuur van het gebouw is vrijwel in tact. Authentieke houten paneeldeuren. Centrale gang met plafondornament in stucwerk. Tegen de gangwand een marmeren gedenkplaat uit 1903 ter herinnering aan de eerste steenlegging. Aan de rechterzijde van de gang de vml. raadzaal met houten lambrisering; groot plafondornament in stucwerk. In de drie vensters van de raadzaal panelen in melkglas met hierin voorstellingen aangebracht verwijzend naar de geschiedenis van Ottersum. Aan de linkerkant van de gang de vml. burgemeesterskamer met authentieke houten lambrisering; met een plafondornament in stucwerk en met in de vensters eveneens drie melkglaspanelen met historische voorstellingen. In de tweede kamer aan de linkerzijde van de gang de vml. secretarieruimte met een venster met hierin een paneel in melkglas met een voorstelling van een panfluiter. Aan de achterzijde is het vml. raadhuis verbonden met een vml. veldwachterwoning. Deze woning wordt vanwege de beperkte gaafheid hier niet beschreven.
Waardering.
Het voormalig raadhuis van Ottersum bezit cultuurhistoriche waarde als bijzondere uitdrukking van een bestuurlijke en typologische ontwikkeling. De architectuurhistorische waarden worden bepaald door het belang van het pand voor de bovenregionale geschiedenis van de architectuur; vanwege de hoogwaardige esthetische kwaliteiten van het ontwerp, het bijzondere materiaalgebruik en de rijke neorenaissance ornamentiek. Het gebouw bezit ensemblewaarden door de markante en beeldbepalende situering in de dorpskern van Ottersum. Het pand is tenslotte van algemeen belang vanwege de architectonische gaafheid van het ex- en interieur en de architectuurhistorische en typologische zeldzaamheid.

In the gable two wooden shutters. Small cellar windows. Symmetrical arrangement of front facade. Plinth accentuated with ashlar band. Continuous ashlar window sills. Speckled courses. Entrance with landing with two-sided ascending staircase with five ashlar steps each. Wrought-iron stair rail with four brick columns with ball finials. Middle section of front facade slightly projecting and terminating in a stepped gable. Front door in a semicircular frame with pilaster-like masonry with ashlar base and capital on either side. Arch of the front door with ashlar springer and voussoir stones. In the arch of the front door the municipal coat of arms of Ottersum in ashlar. In the gable two wooden shutters in an ashlar frame. Double semicircular arches with tile decoration. Stepped gable steps crowned with finials. Stepped gable with small ashlar stop-chamfers. Small roof dormer with onion turret and weather vane. Left side gavel terminating in a spout gable with small shoulder pieces and crowned with a chimney and four finials. Plinth of left side gable accentuated with ashlar band. Windows with continuous ashlar sills. In the middle section of the left side gable a moulded continuous chimney flue with a semicircular ashlar springer containing a rose ornament. In the first storey two tall windows with semicircular arches containing diamond-shaped drops. In the gable on either side of the chimney flue a small rectangular wooden window with semicircular arch. To the right and left of these windows a round niche containing diamond-shaped drops as decoration. Almost blind right side gable with in the first storey a tall window and with a staircase to the cellar door. This gable likewise terminating in a spout gable with small shoulder pieces and crowned with a chimney and four finials. Of the interior the following is of note. The authentic structure of the building is virtually intact. Authentic wooden panel doors. Central hallway with ceiling ornament in stuccowork. Against the hallway wall a marble commemorative plaque from 1903 in remembrance of the first stone-laying. On the right side of the hallway the former council chamber with wooden wainscoting; large ceiling ornament in stuccowork. In the three windows of the council chamber panels in frosted glass with representations referring to the history of Ottersum. On the left side of the hallway the former mayor's office with authentic wooden wainscoting; with a ceiling ornament in stuccowork and with in the windows likewise three frosted glass panels with historical representations. In the second room on the left side of the hallway the former secretarial office with a window containing a panel in frosted glass with a representation of a pan-pipe player. At the rear the former town hall is connected with a former village constable's residence. This residence is not described here due to limited integrity.

The former town hall of Ottersum possesses cultural-historical value as a special expression of an administrative and typological development.
