Inleiding
Het RAADHUIS met BURGEMEESTERSWONING aan de Nieuwe Plantage 58 is in 1877 gebouwd voor de inmiddels opgeheven gemeente Vrijenban en haar toenmalige burgemeester. Het betreft een ontwerp van de architect B. Schelling Azn., die de tweede prijs kreeg in de hiervoor uitgeschreven prijsvraag omdat het prijswinnende ontwerp te duur bleek. De stijl van het gebouw is een voorbeeld van Eclecticisme, waarin invloeden van de Hollandse Renaissance aanwijsbaar zijn. De bouwstijl is herkenbaar aan de op schilderachtige effecten gerichte vormentaal. Hierbij is gebruik gemaakt van ten opzichte van elkaar verspringende bouwvolumes, een toren-element, kleurig siermetselwerk en pleisterwerk. Na de opheffing van de gemeente vrijenban kreeg het pand de bestemming van ambtswoning van de burgemeester van Delft.
Het interieur is in een aantal verbouwingen, waarvan de laatste in 1997, aangepast aan een kantoorfunktie, waarbij vrijwel alle originele decoraties verdwenen zijn. Ook de tuin is verloren gegaan. Het pand maakt deel uit van het beschermde stadsgezicht van Delft.
Omschrijving
Het vrijstaande pand is direct aan de oostzijde van de vroegere Vrijenbanselaan (thans Nieuwe Plantage) gesitueerd. Het gebouw is verticaal opgebouwd uit een kelder, begane grond, verdieping en kaplaag onder een afgeplat samengesteld schilddak, met een steil, afgeplat schilddak boven het torenvolume. Het steile schilddak is gedekt met leien in Maasdekking en wordt bekroond door een gietijzeren hekwerk met vlaggenstok. Op de daken bevinden zich meerdere dakkapellen.
De samengestelde plattegrond heeft in hoofdopzet een rechthoekige vorm, met aan alle vier gevels risalerende delen. De gevels zijn opgetrokken uit rode baksteen in kruisverband. Gele bakstenen zijn als horizontale banden over de gevels aangebracht en tevens met de rode bakstenen verwerkt in het bloktandpatroon ter hoogte van de begane grond en de verdieping. De gevels hebben een hardstenen plint. Pleisterwerk is op de gevels toegepast bij de waterlijst, de lekdorpels met consoles, in rondbogen met decoratieve sluitstenen boven de vensters en de entree, alsmede in fries, kroonlijst en attiek.
De vensters op de begane grond zijn voorzien van een rondboogvormig bovenlicht, de vensters op de verdieping daarentegen met een segmentboogvormig bovenlicht. Dit onderscheid geldt echter alleen de representatieve geveldelen. De overige vensters zijn segmentboogvormig. Vrijwel alle vensters hebben kruisramen onder een tweeruits bovenlicht.
De nadruk ligt op de voorgevel (westzijde) van het pand. De asymmetrische voorgevel bezit twee risalieten, de linker risaliet met afgeschuinde zijkanten, de rechter risaliet in de vorm van een rechthoekige toren. Centraal in de gevelwand, tussen de twee risalieten bevindt zich een tweelaagse loggia met gietijzeren en houten detailleringen.
In de linker hoekrisaliet zijn in beide bouwlagen vier gevelopeningen opgenomen, de afgeschuinde zijden meegeteld. Dubbele openslaande deuren, in de afgeschuinde zijde en in de teruggelegen gevel, geven toegang tot de dubbele loggia, die opgebouwd is uit een stapeling van drie rondbogen met daarboven een Serliana-motief. Hoekpilasters benadrukken de rechthoekige vormen van de rechter risaliet. In de eerste bouwlaag is de entree ondergebracht. Deze is bereikbaar middels een hardstenen trap, die aan weerszijden door muurtjes is omlijst. In de tweede bouwlaag bevindt zich, boven een decoratief paneel, een venster met segmentboog en een binnenwerk in de vorm van een Serliana-motief.
Het rechter deel van de asymmetrische achtergevel vormt een twee bouwlagen tellende risaliet. Voor het linker deel van de achtergevel is een (keuken-)uitbouw geplaatst, bestaande uit een kelder en één bouwlaag onder een schilddak. Tussen de twee risalieten bevindt zich een smalle trap, die toegang geeft tot de achterdeur.
De asymmetrische linker zijgevel is onderverdeeld in drie blokken, waarvan het middelste blok is teruggelegen. In dat middendeel en in het blok links daarvan staan twee vensters in beide bouwlagen. In de topgevel boven het linker blok bevindt zich een klein tweelichts venster. Het rechter blok is gesloten, met uitzondering van de afgeschuinde zijde, die echter reeds als onderdeel van de voorgevel is benoemd.
De asymmetrische rechter zijgevel is opgebouwd vanuit het vrijwel gesloten gevelvlak van het torenelement geheel links en een breder gevelvlak, dat opgedeeld is in vijf traveeën, met in elke travee vensters in beide bouwlagen.
Waardering
Het voormalige raadhuis is van algemeen belang vanwege de cultuurhistorische, de architectuurhistorische en de stedenbouwkundige waarde.

The TOWN HALL with BURGOMASTER'S RESIDENCE at Nieuwe Plantage 58 was built in 1877 for the by then defunct municipality of Vrijenban and its then burgomaster. It is a design by architect B. Description
The detached property is situated directly on the east side of the former Vrijenbanselaan (now Nieuwe Plantage). The building is vertically composed of a basement, ground floor, first floor and attic storey under a flattened composite hipped roof, with a steep, flattened hipped roof above the tower volume. The steep hipped roof is covered with slate in Dutch bond and is crowned by a cast-iron railing with a flagpole. There are several roof dormers on the roofs.
The composite ground plan has a rectangular form in its main outline, with projecting sections on all four facades. The facades are constructed of red brick in English bond. Yellow bricks are applied as horizontal bands across the facades and also worked in with the red bricks in a dentil pattern at the height of the ground floor and first floor. The facades have a hardstone plinth. Plasterwork is applied to the facades at the drip moulding, the drip edges with consoles, in round arches with decorative keystones above the windows and the entrance, as well as in frieze, cornice and attic.
The windows on the ground floor are furnished with a round arch-shaped fanlight, the windows on the first floor by contrast with a segmental arch-shaped fanlight. This distinction, however, applies only to the representative facade sections. The remaining windows are segmental arch-shaped. Almost all windows have cross windows under a two-pane fanlight.
The emphasis is on the front facade (west side) of the property. The asymmetrical front facade has two projecting sections, the left projecting section with chamfered sides, the right projecting section in the form of a rectangular tower. Centrally in the facade wall, between the two projecting sections, is a two-storey loggia with cast-iron and wooden detailing.
In the left corner projecting section, four facade openings are incorporated in both storeys, including the chamfered sides. Double opening doors, in the chamfered side and in the recessed facade, provide access to the double loggia, which is composed of a stacking of three round arches with above them a Serliana motif. Corner pilasters emphasise the rectangular forms of the right projecting section. In the first storey the entrance is accommodated. This is accessible by means of a hardstone staircase, which is framed on either side by small walls. In the second storey, above a decorative panel, is a window with segmental arch and interior work in the form of a Serliana motif.
The right part of the asymmetrical rear facade forms a projecting section counting two storeys. To the left part of the rear facade a (kitchen) extension has been placed, consisting of a basement and one storey under a hipped roof. Between the two projecting sections is a narrow staircase, which provides access to the back door.
The asymmetrical left side facade is subdivided into three blocks, of which the middle block is set back. In that middle section and in the block to the left of it are two windows in both storeys. In the gable above the left block is a small two-light window. The right block is closed, with the exception of the chamfered side, which has already been mentioned as part of the front facade.
The asymmetrical right side facade is constructed from the almost closed facade surface of the tower element on the far left and a wider facade surface, which is subdivided into five bays, with windows in both storeys in each bay.
