Inleiding
Voormalig SCHAKELHUIS met TUINHEK, gebouwd in 1942 door architect Hendrik Fels (1882-1962), in een stijl die invloeden vertoont van Dudok en het zakelijk expressionisme. H. Fels stond in het begin van zijn carrière bekend als architect van villa's en woonhuizen. Later ontwierp hij ook scholen en utiliteitswerken. In de jaren dertig was hij verantwoordelijk voor diverse onderstations van de PGEM waar zijn broer later van 1940-1956 directeur was. De architect Fels genoot bij de elektriciteitsmaatschappij grote vrijheid in het ontwerpen van diverse gebouwen die stijlinvloeden vertonen van de Amsterdamse School, de Haagse School of de Engelse landhuisstijl.
Het electriciteitsgebouw in Culemborg doet tegenwoordig dienst als transformatorhuisje, waarbij vanaf 1966 ook een magazijn was ondergebracht. De in een elektriciteitscentrale opgewekte stroom (hoogspanning) wordt naar een onderverdeelstation gezonden en daar tot laagspanning gebracht dat voor huishoudelijk gebruik (220 volt) en voor bedrijven (krachtstroom 380 volt) geschikt is. Het gebouwtje is gesitueerd ten zuiden van het centrum aan de parallel aan de Rijksstraatweg gelegen Lanxmeersestraat. Het is, op een gemetselde plint, ten opzichte van de flankerende woningen naar achter geplaatst en omsloten door een ijzeren hekwerk in een met het gebouw overeenkomstige stijl.
Omschrijving
Het pand bezit een nagenoeg vierkante plattegrond, is opgetrokken in gele en rode machinale baksteen (Noors verband en terugliggende voeg) en wordt gedekt door met bitumen belegde platte daken. Het gebouwtje bestaat uit twee achter elkaar geplaatste brede bouwvolumen met op verschillende hoogte gelegen platte daken. In het bouwdeel aan de straatzijde is links een hoger opgetrokken smalle bouwmassa ingebracht. Op de twee hoogst gelegen daken komen een gemetselde ontluchtingskoker voor. De gevels boven het omlopend uitgemetselde trasraam, worden orthogonaal geleed door de langgerekte vormen van ramen en stalen deuren, alsook door de dakoverstekken. Enkele van deze openingen zijn uitgevoerd met omlijstingen en stijlen van zandsteen. Het perceel wordt door een niet meer volledig bewaard gebleven SPIJLENHEK op een gemetselde borstwering en tussen kolommen, omgeven. Aan de straatzijde is links een draaihek tussen kolommen aanwezig.
De VOORGEVEL wordt bepaald door het verspringen van de dakvlakken en links het verticale tweestrooks venster in zandsteen uitgevoerd, met gedeelde ramen. Het rechtervlak bevat een naar achter geplaatste deur (die toegang geeft tot de transformatorruimte) tussen afgeschuinde neggen onder een brede betonnen luifel. Rechts komt nog een gekoppeld valraam voor, gevat tussen zware natuurstenen dorpel en rollaag.
De LINKER ZIJGEVEL bevat in het midden een valraampje geflankeerd door, eveneens onder een rollaag, twee deuren met een gemetseld klein bordes. In het linker en rechter bouwvolume komt respectievelijk een dubbele deur met tweemaal drieruits bovenlichten binnen een zandstenen omlijsting voor en een enkele deur; beide zijn verhoogd geplaatst en voorafgegaan door een laadvloer, waarvan die links op ijzeren kolommen en rechts op muurdammen rust. Per bouwvolume gerekend vanaf de straatzijde, geven de deuren toegang tot de laagspanningsverdeelinrichting, de hoogspanningsbox (tegenwoordig spreekt men van middenspanning) en magazijnruimte.
De ACHTERGEVEL heeft twee grote gevelopeningen die door vermoedelijk oorspronkelijke platen, zijn afgesloten. De openingen werden alleen gebruikt in geval van verplaatsing van de twee zware regeltransformatoren die via twee stel nog aanwezige railsjes op de, de gehele breedte van de gevel beslaande laadvloer naar buiten konden worden gereden.
De RECHTER ZIJGEVEL bezit in het lage linkerdeel twee identieke deuren gelijk aan die voorkomen in de linker zijgevel. Zij flankeren twee ramen op een gemeenschappelijke vensterdorpel en die boven door een rollaag worden afgesloten. Rechts in het hoge bouwdeel is een zandstenen vijfstrooks venster met door twee roeden onderverdeelde ramen, aanwezig.
Het INTERIEUR is door de verschillende bouwvolumen onderverdeeld die elk een eigen stalen deur bezitten in de buitengevel. De vloeren zijn alle belegd met geel geglazuurde tegels. De wanden zijn als lambrisering met dezelfde tegels voorzien of zijn gepleisterd.

Former SWITCHING STATION with GARDEN FENCE, built in 1942 by architect Hendrik Fels (1882-1962), in a style showing influences from Dudok and business expressionism. H. In the nineteen-thirties he was responsible for various substations of the PGEM where his brother was later director from 1940-1956. The electricity building in Culemborg nowadays serves as a transformer house, whereby a warehouse was also housed from 1966 onwards. The current generated in an electricity power station (high voltage) is sent to a substation and there reduced to low voltage suitable for domestic use (220 volts) and for businesses (three-phase current 380 volts). The small building is situated south of the centre on the Lanxmeersestraat, which runs parallel to the Rijksstraatweg. Description
The property has an almost square floor plan, is built in yellow and red machine-made bricks (Norwegian bond and recessed joint) and is covered by flat roofs faced with bitumen. The building consists of two broad building volumes placed one behind the other with flat roofs at different heights. In the building section facing the street a narrower taller building mass has been incorporated on the left. On the two highest roofs there is a masonry ventilation duct. The façades above the continuous profiled ash band are articulated orthogonally by the elongated forms of windows and steel doors, as well as by the roof overhangs. Some of these openings are executed with frames and mullions of sandstone. The property is surrounded by a SPINDLED FENCE, no longer completely preserved, on a masonry parapet between columns. On the street side on the left there is a swing gate between columns.
The FRONT FAÇADE is determined by the stepping of the roof planes and on the left the vertical two-strip window executed in sandstone, with divided panes. The right section contains a recessed door (which gives access to the transformer room) between bevelled corners under a wide concrete canopy. On the right there is also a coupled sash window, set between heavy natural stone sill and roll moulding.
The LEFT SIDE FAÇADE contains in the middle a small sash window flanked by two doors, likewise under a roll moulding, with a small masonry step. In the left and right building volume respectively a double door with twice three-pane fanlights within a sandstone frame and a single door; both are positioned raised and preceded by a loading platform, of which the left one rests on iron columns and the right one on wall piers. Per building volume counted from the street side, the doors give access to the low-voltage distribution device, the high-voltage box (nowadays one speaks of medium voltage) and warehouse space.
The REAR FAÇADE has two large façade openings which are closed by presumably original panels. The openings were only used in the event of removal of the two heavy regulating transformers which could be wheeled out via two sets of still-present rails on the loading platform spanning the entire width of the façade.
The RIGHT SIDE FAÇADE has in the lower left section two identical doors such as those occurring in the left side façade. They flank two windows on a common window sill and which above are closed off by a roll moulding. On the right in the high building section is a sandstone five-strip window with panes subdivided by two mullions.
The INTERIOR is subdivided by the various building volumes, each of which has its own steel door in the outer façade. The floors are all covered with yellow glazed tiles. The walls are provided with the same tiles as wainscoting or are plastered.
