The register's description

Inleiding

In de stijl van het NEGENTIENDE-EEUWS TRADITIONALISME in 1858 naar een ontwerp van dr. P.J.H. Cuypers uit Roermond gebouwd RAADHUIS. In 1857 gaf burgemeester Dinraths aan Cuypers de opdracht een nieuw gebouw te ontwerpen met een drieledige functie: schoollokaal, onderwijzerswoning en gemeenteraadskamer. Aannemer J. Ubachs uit Nieuwstadt realiseerde het gebouw in 1858. Reeds in 1887 werd het schoolgedeelte door de inspecteur van het geneeskundig staatstoezicht afgekeurd. In het jaar 1888 bouwde men een apart vierklassig schoolgebouw aan de achterzijde aan, naar een ontwerp van de architect P. Corbeij. Dit schoolgebouw wordt hier echter niet verder beschreven. Tegelijkertijd werd aan de linkerzijde van het gebouw van Cuypers een portaal aangebouwd, zodat de onderwijzer een eigen ingang verwierf naar zijn woongedeelte op de bovenverdieping. In 1939 leverden de gebroeders Pierre en Jos Cuypers (zonen van bovengenoemde dr. P.J.H. Cuypers) een plan voor verbouwing en uitbreiding. Vanwege de oorlogsomstandigheden werd dit plan pas in 1948 uitgevoerd. In 1975 bleek het raadhuis weer te klein geworden. Men vond uitbreiding door aan de achterzijde twee lokalen van de inmiddels opgeheven lagere school erbij te voegen. Het raadhuis heeft bleek een dominante situering aan het Jan van Steffenswertplein.

Omschrijving

Het RAADHUIS kent een rechthoekige plattegrond met een uitbouw uit 1888 aan de linkerzijgevel en een uitbouw uit 1948 aan de rechterzijgevel. Het object heeft drie bouwlagen onder een zadeldak gedekt met Hollandse pannen. Op het dak bevinden zich een dakruiter met carillon, gedekt met leien en een smeedijzeren bekroning alsmede twee schoorstenen gedekt met grespannen. Het pand heeft een opstand in baksteen met metselwerk in kruisverband. Rondom het pand bevindt zich een risalerende plint, waarvoor in de zijgevels baksteen is gebruikt en in de frontgevel natuursteen.

In de gevelopeningen van het hoofdgebouw, tenzij anders vermeld, rechthoekige houten gelede vensters met rondboogvormig gescheiden bovenlichten. In de linkeraanbouw zijn de houten vensters rondboogvormig. In de rechteraanbouw rondboogvormige houten rechthoekige gelede vensters.

De VOORGEVEL kent een symmetrische indeling. Centraal, onder het balkon met smeedijzeren hekwerk, bevindt zich de ingang middels een rechthoekige houten deur met natuursteenomlijsting en spitsboogvormig geleed bovenlicht. Boven de ingang komt een dubbele houten rechthoekige deur uit op het balkon. Het middendeel eindigt in een, met natuurstenen afgetopte, trapgevel met hardstenen decoratie: het wapen van de gemeente. De trapgevel wordt gekroond met een smeedijzeren kruis. Rechts en links van het middendeel in de eerste en tweede bouwlaag steeds een venster met hardstenen kruis en rondboogvormige strek. De voorgevel heeft een tweetal horizontale natuurstenen banden die tevens de dorpels vormen van de vier vensters. Onder de houten dakrand decoratief metselwerk in bloktandmotief.

In de LINKERZIJGEVEL in de voorste gevelvlakken in de eerste en tweede bouwlaag steeds een venster met decoratief metselwerk boven de strek. De schoorsteen loopt geprofileerd door tot in de eerste bouwlaag. In de topgevel bevinden zich links en rechts van de geprofileerde schoorsteen twee lancetvormige zoldervensters.

Aan de linkerzijgevel bevindt zich de AANBOUW uit 1888. In de eerste bouwlaag bevindt zich de entree middels een rechthoekige gelede dubbele houten deur met gekleurd glas in de deurramen en het geleed bovenlicht. Boven de deur bevindt zich een rondboogvormig vulvlak met decoratief metselwerk. Naast de deur bevindt zich aan beide kanten een natuurstenen regenlijst. In de tweede bouwlaag van de aanbouw drie glas-in-lood vensters met gekleurd glas en natuurstenen dorpels. Onder het zadeldak bevinden zich decoratief metselwerk en houten consoles. De zijgevel van de aanbouw is niet zichtbaar vanaf de openbare weg maar bevat eveneens drie glas-in-lood vensters in de tweede bouwlaag en decoratief metselwerk als scheiding met de topgevel. In de topgevel bevindt zich een rond venster. In de RECHTERZIJGEVEL bevinden zich naast de uitloop van de schoorsteen en achter de aanbouw geplaatst een venster in de tweede bouwlaag. In de topgevel twee lancetvormige zolderkamersvensters met natuurstenen dorpels. Aan de rechterzijgevel bevindt zich onder een zadeldak met Hollandse pannen de AANBOUW UIT 1948 met drie vensters in de frontgevel. In de zijgevel van de aanbouw drie vensters alsmede een rond venster in de topgevel. De vensters hebben een hardstenen dorpel alsmede een strek die geaccentueerd wordt door een boog van decoratief metselwerk. De aanbouw kent bovendien drie lancetvormige stalen vensteropeningen in het gevelvlak van de gemeentekluis. De kelder van de aanbouw is in de achtergevel toegankelijk middels een houten rechthoekige deur met bovenlicht. Rechts van de deur zijn drie lancetvormige stalen vensteropeningen geplaatst, gedicht met glas.

Aan de achtergevel is de genoemde school van de architect Corbeij uit 1888 gebouwd. Het gebouw van Corbeij wordt niet omschreven.

In het INTERIEUR zijn door diverse verbouwingen weinig authentieke restanten aanwezig. Wel zijn in de structuur nog duidelijk de raadzaal en de burgemeesterskamer te herkennen.

Waardering

Het RAADHUIS aan het Jan van Steffenswertplein te Stevenweert bezit architectuur-historische waarden die worden bepaald door het bijzonder belang voor de geschiedenis van de architectuur en wel als vroege exponent binnen het oeuvre van P.J.H. Cuypers, vanwege de esthetische kwaliteiten van het ontwerp van het raadhuis alsmede vanwege de aanwezige ornamentiek. Het raadhuis is eveneens in cultuur-historisch opzicht van belang als voorbeeld van de ontwikkeling van de kleinere stedelijke raadhuizen.

Het object bezit grote ensemble- en omgevingswaarde vanwege zijn situering aan een centraal plein van de vestingsstad Stevenweert. Het object heeft een hoge mate van gaafheid en is zeldzaam in zijn verschijningsvorm. Het pand is van algemeen belang vanwege de architectuur-historische en cultuur-historische waarden, de ensemblewaarde, de hoge gaafheid en de zeldzaamheid.

Introduction

Built in 1858 in the style of NINETEENTH-CENTURY TRADITIONALISM according to a design by dr. P.J.H. Cuypers from Roermond, this TOWN HALL. Description

The TOWN HALL has a rectangular floor plan with an extension from 1888 on the left side gable and an extension from 1948 on the right side gable. The building has three storeys under a gabled roof covered with Dutch tiles. On the roof are a roof turret with carillon, covered with slates and a wrought-iron crown as well as two chimneys covered with clay tiles. The building has a brick elevation with masonry in cross-bond. Around the building is a projecting plinth, for which brick is used in the side gables and natural stone in the front gable.

In the window openings of the main building, unless otherwise stated, rectangular wooden glazed windows with rounded-arch separated fanlights. In the left extension the wooden windows are rounded-arch shaped. In the right extension rounded-arch shaped wooden rectangular glazed windows.

The FRONT GABLE has a symmetrical layout. Centrally, under the balcony with wrought-iron railing, is the entrance by means of a rectangular wooden door with natural stone surround and pointed-arch glazed fanlight. Above the entrance a double wooden rectangular door opens onto the balcony. The central section ends in a stepped gable topped with natural stone, with hard stone decoration: the coat of arms of the municipality. The stepped gable is crowned with a wrought-iron cross. Right and left of the central section in the first and second storey each a window with hard stone cross and rounded-arch section. The front gable has two horizontal natural stone bands which also form the sills of the four windows. Below the wooden roof edge decorative masonry in dentil motif.

In the LEFT SIDE GABLE in the front gable sections in the first and second storey each a window with decorative masonry above the section. The chimney runs profiled through to the first storey. In the top gable to the left and right of the profiled chimney are two lancet-shaped garret windows.

On the left side gable is the EXTENSION from 1888. In the first storey is the entrance by means of a rectangular glazed double wooden door with coloured glass in the door panes and the glazed fanlight. Above the door is a rounded-arch filling with decorative masonry. Next to the door on both sides is a natural stone drip moulding. In the second storey of the extension three leaded glass windows with coloured glass and natural stone sills. Below the gabled roof are decorative masonry and wooden consoles. The side gable of the extension is not visible from the public road but also contains three leaded glass windows in the second storey and decorative masonry as division with the top gable. In the top gable is a round window. In the RIGHT SIDE GABLE next to the chimney outlet and behind the extension are placed a window in the second storey. In the top gable two lancet-shaped attic room windows with natural stone sills. On the right side gable under a gabled roof with Dutch tiles is the EXTENSION FROM 1948 with three windows in the front gable. In the side gable of the extension three windows as well as a round window in the top gable. The windows have a hard stone sill as well as a section which is accentuated by an arch of decorative masonry. The extension moreover has three lancet-shaped steel window openings in the gable section of the municipal treasury. The basement of the extension is accessible at the rear gable by means of a wooden rectangular door with fanlight. To the right of the door three lancet-shaped steel window openings are placed, glazed over.

At the rear gable the aforementioned school by architect Corbeij from 1888 was built. The Corbeij building is not described.

In the INTERIOR due to various alterations few authentic remains are present. Yet in the structure the council chamber and the burgemeester's office can still be clearly recognised.

Valuation

The TOWN HALL at the Jan van Steffenswertplein in Stevenweert possesses architectural-historical values determined by its particular importance for the history of architecture, namely as an early exponent within the oeuvre of P.J.H. Cuypers, because of the aesthetic qualities of the design of the town hall as well as because of the ornaments present. The town hall is also of cultural-historical importance as an example of the development of smaller urban town halls.

The building possesses great ensemble and contextual value because of its situation at a central square of the fortified town Stevenweert. The building has a high degree of integrity and is rare in its appearance.
