Inleiding

HET VOORMALIGE RAADHUIS VAN NIEUWSTADT is in de stijl van het TRADITIONALISME met renaissance invloeden in 1883 gebouwd. Het object is markant gelegen aan het marktplein te Nieuwstadt, gemeente Susteren. Het pand werd gebouwd door aannemer Laudy uit Sittard. In het voormalige raadhuis was naast het voormalige raadhuis ook de onderwijzerswoning ondergebracht. Het pand vormde een aaneengesloten geheel met een lagere school, verbonden door een speelplaats. De school en de speelplaats zijn inmiddels gesloopt.

Omschrijving

Het VOORMALIGE RAADHUIS heeft een rechthoekige plattegrond en drie bouwlagen onder een zadeldak met Hollandse pannen. Het pand heeft een opstand van baksteen in kruisverband met een risalerende plint. In de eerste en tweede bouwlaag treffen we speklagen aan. Met uitzondering van de linkerzijgevel bevinden zich in de gevels rechthoekige houten kozijnen met roedeverdeling en bovenlichten alsmede decoratief metselwerk in rondboogvormige vulstukken. Deze decoraties verschillen per vulvlak. In de bogen bevinden zich aanzetstenen en sluitstenen van natuursteen. De sluitstenen hebben de vorm van een telkens verschillend mensenhoofd. Vloerankers treffen we in alle gevels aan.

In de VOORGEVEL wordt de eerste bouwlaag in beslag genomen door een trap met een niet-authentieke smeedijzeren balustrade, die diagonaal tegen de gevel geplaatst is. Het bordes bestaat uit een niet-authentieke betonnen plaat. Links van de trap bevond zich vroeger een dubbele houten deur als toegang tot de kolenkelder. Deze is dichtgemetseld. In de tweede bouwlaag bevindt zich een deur en twee vensters.

In de derde bouwlaag treffen we een trapgevel aan, ondersteund door hoekconsoles, met op de bovenste trede een smeedijzeren nokversiering, geplaatst op een natuursteen. In de derde bouwlaag is een gevelsteen van natuursteen geplaatst, die een exacte weergave is van het zegel van "Nieuwstadt". Het betreft een afbeelding van bloeiende elzen en vier duiven. Uit historisch onderzoek is gebleken dat de zegelstempel van deze stad (Novum opidum) omstreeks 1250 vervaardigd werd.

De LINKERZIJGEVEL heeft in de eerste bouwlaag twee rechthoekige vensters zonder vulvlakken, waarvan een venster zonder bovenlichten en met een betonnen latei. Het andere venster heeft een roedeverdeling en bovenlicht. In de tweede bouwlaag zit een rechthoekig venster en in de derde bouwlaag een rond venster. Het dak wordt ondersteund door houten consoles.

In de RECHTERZIJGEVEL zijn in de eerste bouwlaag één deur en één venster dichtgemetseld; een deur en een venster zijn gehandhaafd.

In de tweede bouwlaag drie vensters. Deze hebben verschillende afmetingen. Evenals de verspringende speklaag van de voorgevel naar de zijgevels houdt dit verband met hoogteverschillen in de verdiepingen van het interieur.

De ACHTERGEVEL kent diverse uitbreidingen die dateren van na 1950. Oorspronkelijk waren aan de achtergevel de sanitaire gebouwen van de school als overgang naar de speelplaats geplaatst. In de tweede bouwlaag bevinden zich twee vensters en in de derde bouwlaag een venster van kleiner formaat.

De STRUCTUUR van het INTERIEUR is nog in tact. Ondanks plaatsing van enkele systeemwanden is de grote raadzaal herkenbaar aanwezig evenals de werkkamers van de burgemeester en gemeentesecretaris. Ook de structuur van de onderwijzerswoning is in tact. Boven de systeemplafonds in de tweede bouwlaag zijn de authentieke stucwerkornamenten nog grotendeels aanwezig.

Waardering

Het VOORMALIGE RAADHUIS VAN NIEUWSTADT, gemeente Susteren, bezit cultuurhistorische waarden als voormalig bestuurscentrum van een kleine stad. Daarnaast is er de verbondenheid met het onderwijs, met de voormalige school waarvan de onderwijzer werd gehuisvest in het pand. Het kwam in Limburg vaker voor om in kleinere gemeenten bestuurs- en onderwijsfuncties in één pand te concentreren. Het pand bezit tevens ensemble-waarde door zijn markante situering aan het marktplein van Nieuwstadt. Door zijn niet-alledaagse vormgeving, ornamentiek, decoratie en materiaalgebruik bezit het pand eveneens architectuurhistorische waarden. Diverse decoratieve elementen verwijzen naar de geschiedenis van Nieuwstadt en het Hertogdom Gelre: Nieuwstadt was de meest zuidelijke plaats in dit hertogdom. Het voormalige raadhuis is van belang vanwege de gaafheid van het exterieur en interieur.

The landing consists of a non-authentic concrete slab. To the left of the staircase was formerly a double wooden door as access to the coal cellar. This has been bricked up. In the second storey there is a door and two windows.

In the third storey we find a stepped gable, supported by corner consoles, with wrought iron ridge decoration on the top step, placed on a natural stone. In the third storey a natural stone facade stone has been placed, which is an exact reproduction of the seal of "Nieuwstadt". It is an image of blooming alders and four doves. Historical research has shown that the seal stamp of this city (Novum opidum) was made around 1250.
