Inleiding
WAAGGEBOUW, tegenwoordig als horeca-pand in gebruik, gesitueerd aan de Groenmarkt en de Appelmarkt, waarbij de lange zijde (voorgevel) direct aan de Groenmarkt en de korte zijde direct aan de Appelmarkt is gelegen. Het gebouw maakt deel uit van een gebied met historische panden en is aan de noordzijde van de Sint-Joriskerk gesitueerd. Het waaggebouw is waarschijnlijk in 1867 gebouwd, nadat het oude waaggebouw door brand was verwoest. Er is geen architect bekend. Het gebouw heeft verschillende functies gehad, vooral diensten van de overheid. In 1891 verbouwde gemeente-architect W.H. Kam een deel van het interieur van het pand tot gevangenis, waarbij hij zelfs britsen voor de arrestanten ontwierp. Later was het gebouw in gebruik als hoofdwacht en garnizoensbureel. Omschrijving
De voormalige waag met een rechthoekige plattegrond bezit twee hoge bouwlagen, dat besloten wordt door een afgeplat schilddak, bedekt door blauwe Hollandse pannen. De achtergevel en rechterzijgevel grenzen aan andere gebouwen met eenzelfde rooilijn. Het gebouw staat op een hardstenen plint en heeft een cordonlijst, die de eerste en tweede bouwlaag van elkaar scheidt. De gevel wordt bekroond door een geprofileerde kroonlijst. Verticaal worden de gevels geleed door blokpilasters op de hoeken en ter markering van de middenrisaliet in de voorgevel. De vorm van de topgevel die de middenrisaliet in de voorgevel besluit, is afgeleid van een tempelfronton. Alle vensteropeningen, op het gekoppelde rondboogvenster met spitsboogroedenverdeling in de topgevel na, worden overspannen door segmentbogen en hebben een natuurstenen onderdorpel.
De symmetrische voorgevel (westzijde) is in vijf venstertraveeën onderverdeeld. De drie middelste traveeën vormen een licht risalerend middendeel, dat bekroond wordt door een opgemetselde topgevel. In de eerste, derde en vijfde as van de eerste bouwlaag bevinden zich bredere muuropeningen, die tijdens de verbouwing van 1996-97 tot in de plint zijn doorgetrokken. Alle vensteropeningen zijn van gelijk formaat en zijn voorzien van een zeslichtsvenster. Enige afwijking vormt het middelste venster in de eerste bouwlaag dat tijdens de verbouwing is vervangen door een deur met kruisvormige roedenverdeling en tweelichtsbovenlicht. Deze deur valt buiten de bescherming. In het midden boven de kroonlijst bevindt zich een rechthoekige dakkapel met zeslichts-venster.
Waardering

The facade is crowned by a profiled cornice. Vertically, the facades are articulated by block pilasters at the corners and marking the central risalit in the front facade. The form of the gable crowning the risalit in the front facade is derived from a temple pediment. All window openings, except for the coupled round-arched window with pointed arch glazing bars in the gable, are spanned by segmental arches and have a natural stone sill.
The symmetrical front facade (west side) is subdivided into five window bays. The three central bays form a slightly projecting central section, crowned by an erected gable.
