Inleiding.
GEMEENTEHUIS uit 1909. Ontwerp van architect C.A. Oomen (Oosterhout) in eenvoudige Neo-Renaissance vormen. De bouwsom bedraagt f 9.930,-. De aannemer is Cornelis van de Avoirt (Oosterhout). Voor die tijd vergaderde de gemeenteraad van 's-Gravenmoer in het "Slotje", Hoofdstraat 50.
Het uurwerk in de topgevel van het gemeentehuis is eveneens uit 1909. Het is een geschenk van G.A. Loeff (Amsterdam) aan de gemeenschap van 's-Gravenmoer.
In 1993 is het gemeentehuis aan de achterkant uitgebreid met een nieuwe raadzaal en een administratiekantoor. Laatstgenoemde is door een glazen corridor met het oude gemeentehuis verbonden. De uitbreiding behoort niet tot het monument.
Omschrijving.
Het gemeentehuis, op rechthoekige plattegrond, heeft twee bouwlagen onder een zadeldak parallel aan de weg tussen tuitgevels. Op de linker hoek van de voorgevel een drielaagse achthoekige torenuitbouw onder torendak met lantaarn waarin luidklokje bekroond door windwijzer. Verder is de voorgevel drie traveeën breed en symmetrisch van opzet. In het midden een risaliet bekroond door zadeldakje met tuitgevel aan de straat. Een dubbele voordeur op de begane grond, balkon op de verdieping en in de top een uurwerk met wijzerplaat en jaartal 1909. Voor de ingang een bordes met vier treden. De voorgevel heeft driedelige vensters met twee tussenstijlen en bovenramen. De zijgevels hebben tweedelige vensters. De achtergevel is gepleisterd.
Het opgaand werk bestaat uit machinale baksteen gemetseld in kruisverband afgewisseld door geprofileerde natuursteen voor lateien, dorpels, cordonlijst en basement. Ondermeer is natuursteen toegepast in bordes, balkon, aanzetstenen, fries en topgevelafdekkingen. Boven de muuropeningen bevindt zich naast de hardstenen latei een gemetselde hanekam. De toren heeft smalle vensters en een tableau met het wapen van 's-Gravenmoer. Een gedenksteen in het torenbasement bevat het volgende opschrift: "Deze gedenksteen werd geplaatst den 30 april van het jaar 1909 door den Edelachtbare Heer Johannes Loeff, sedert 23 november 1867 burgemeester der gemeente 's Gravenmoer". De datum van plaatsing valt samen met de geboorte van prinses Juliana. In het bovenlicht van de voordeur gekleurd glas-in-lood met de wapens van 's-Gravenmoer, de provincie en de Nederlandse staat. Het is geschonken door burgemeester G.J. de Raadt. Siersmeedwerk voor gevelankers en balustrade van het balkon. De daken zijn voorzien van natuursteen leien. Dakkapellen. Interieur is gewijzigd.
Waardering.
Het gemeentehuis is van algemeen belang. Het heeft cultuurhistorisch belang als bijzondere uitdrukking van de sociaal-economische en bestuurlijke ontwikkelingen in de Langstraat. On the left corner of the front facade an octagonal three-storey tower projection beneath a roof with lantern in which a small bell crowned by a weathervane. The front facade is furthermore three bays wide and symmetrical in layout. In the centre a risalit crowned by a small gabled roof with spout gable facing the street. A double front door on the ground floor, balcony on the upper storey and at the top a clock mechanism with dial and the date 1909. In front of the entrance a landing with four steps. The front facade has three-part windows with two intermediate mullions and fanlights. The side facades have two-part windows. The rear facade is rendered.
The masonry consists of machine-made brick laid in English bond alternating with moulded natural stone for lintels, sills, string course and plinth. Among other things natural stone is used in the landing, balcony, corner stones, frieze and stepped gable cappings. Above the window openings alongside the stone lintel there is a moulded brick decorative ridge. The tower has narrow windows and a panel with the coat of arms of 's-Gravenmoer. A commemorative stone in the tower plinth contains the following inscription: "This commemorative stone was laid on the 30th of April in the year 1909 by the Honourable Mister Johannes Loeff, since 23rd November 1867 mayor of the municipality 's-Gravenmoer". The date of placement coincides with the birth of Princess Juliana. In the fanlight of the front door coloured leaded glass with the coats of arms of 's-Gravenmoer, the province and the Dutch state. It was donated by mayor G.J. de Raadt. Ornamental ironwork for the wall anchors and balustrade of the balcony. The roofs are covered with natural stone slates. Roof dormers.
