Inleiding

RAADHUIS van Alphen aan den Rijn, gebouwd in 1938-1939 naar ontwerp van de architect C.J. Blaauw. De Traditionalistische bouwstijl van zowel het exterieur als het rijk uitgevoerde interieur is kenmerkend voor het late oeuvre van de architect. De bouw werd uitgevoerd door aannemersbedrijf J. van der Bijl uit Zeist. In het ontwerp kreeg het gebouw een functionele tweedeling tussen de administratieve zuidvleugel en representatieve ruimtes in de noordvleugel, met als centraal punt de entreehal met trappenhuis en op de verdieping de raadzaal. In de zijgevels van de hoekpaviljoens kwamen aparte entrees voor de secretarie en de trouwzaal.

De symmetrische opzet van het pand wordt voortgezet in de hoofdas van het Burgemeester Visserpark aan de voorzijde en de Parklaan in het Bospark aan de achterzijde.

Omschrijving

In hoofdopzet symmetrisch pand op U-vormige plattegrond met verhoogde risalerende middenpartij en twee hoekpaviljoens met tuitgevels. Achter het noordelijke paviljoen een éénlaagse bodewoning. Het pand is boven een licht risalerend souterrain over twee bouwlagen opgetrokken in rode baksteen (Rijnlandse handvormsteen) en wordt gedekt door zadeldaken met gesmoorde geglazuurde Hollandse pannen; in de dakschilden boven alle gevels dakkapellen met negenruits vensters. Het als plint opgevatte souterrain is gemetseld in een lichtere tint baksteen en wordt afgesloten door een natuurstenen waterlijst. Het souterrain is ingedeeld met halfronde twaalfruits stalen vensters onder rondboogstrekken voorzien van natuurstenen aanzet- en sluitstenen; in de gevels daarboven grote recht gesloten acht- en zesruits vensters met een sterke verticale stalen roedenverdeling in houten kozijnen met bovenlichten. In de voor- en zijgevels driezijdige erkerpartijen.

Symmetrische hoofdfacade (oost) met een verhoogd middenrisaliet bekroond door een forse dakruiter, die voorzien is van een vierkante basis met balustrade en een lantaarn met smalle achtkantige, met koper beklede spits. In de risaliet een door tufstenen lijst geaccentueerde ingangspartij, waarvan de lijst in het dakschild beëindigd wordt door een klokvormig tympaan met een door leeuwen geflankeerd gemeentewapen in reliëf. Een brede bordestrap van graniet leidt naar de dubbele glasdeur met smeedijzeren traliewerk, waarboven een balkon op zware versierde consoles met een natuurstenen balustrade voorzien van smeedijzeren hekwerk en bronzen lantaarns op de hoeken; op de verdieping een grote glaspui met deuren naar het balkon. Aan weerszijden van de entreepartij driezijdige erkers over twee bouwlagen. De gevels van de terugliggende vleugels tellen elk zeven vensterassen. In de risalerende tuitgevels van de hoekpaviljoens een centrale driezijdige erkerpartij over twee bouwlagen, geflankeerd door twee smalle zijlichten. De zeshoekige vensters in de geveltoppen hebben een diagonale roedenverdeling.

De zuidgevel telt acht vensterassen met in het midden een kleine erker onder een koperen dak tussen de twee bouwlagen. Rechts daarvan de deur onder een bovenlicht boven een brede bordestrap met gemetselde borstwering, waarachter links een trap naar de ingang van het souterrain. De noordgevel bestaat uit een gedeelte met twee vensters en een deur met bordestrap ervoor, de oorspronkelijke entree naar de trouwzaal. Rechts van de bordestrap de entree tot de bodewoning die verder twee vensters telt.

Tegen de verhoogde risalerende middenpartij aan de achtergevel (west) een uitgebouwd trappenhuis onder lessenaardak. In de middenrisaliet een dubbele deur met bovenlicht onder een groot traplicht met glas-in-loodramen tot boven de daklijst. Aan weerszijden van de risaliet is de bel etage uitgebouwd onder een lessenaardak over de gehele breedte van de gevels en de zijgevel van het zuidelijke paviljoen. In de tuitgevel van dit paviljoen twee deuren op souterrainniveau en daarboven vensters en een zeshoekig venster in de geveltop. Tegen het noordelijke paviljoen de bodewoning met grote gebogen erkerpartij in de tuitgevel.

INTERIEUR Van het oorspronkelijke rijk uitgevoerde interieur zijn onder meer de hal met trappenhuis en de betimmering in enkele vertrekken bewaard gebleven. Achter de entree de centrale hal met in patroon gelegde vloer van lichte Comblancien en donkere Naamse steen. De wanden en kolommen zijn bekleed met Calacata-marmer. De monumentale koningstrap is uitgevoerd in Comblancien. In de hal zijn enkele oorspronkelijke vaste wandbanken bewaard gebleven. In het trappenhuis en de raadzaal op de verdieping grote vensters met figuratief gebrandschilderd glas van Dick Broos. In het trappenhuis betreft het een voorstelling van de Nijverheid en in de raadzaal van Wijsheid, Beraad, Wet en Gezag. De glas-in-loodramen in de trouwzaal zijn vervaardigd door Max Nauta. De representatieve vertrekken, zoals de trouwzaal, de raadzaal, de burgemeesters- en commissiekamer zijn voorzien van parketvloeren en wandbetimmeringen in verschillende houtsoorten, zoals donker Honduras-mahonie en licht eiken, al dan niet gecombineerd met balkenplafonds.

Op verschillende plekken in het gebouw speciaal voor het raadhuis ontworpen meubilair en zeer markante Tsjechische kristallen lichtkronen. Diverse wandklokken zijn opgenomen in de wandbetimmeringen, in de voormalige publieksruimte van de secretarie een fraai in tegelwerk uitgevoerd exemplaar.

Waardering

Het raadhuis van Alphen aan den Rijn is van algemeen belang vanwege de cultuurhistorische waarde als representatief voorbeeld van een raadhuis uit de jaren dertig van de 20ste eeuw en daarmee een beelddrager van bestuurlijke ontwikkelingen op lokaal niveau.

Het raadhuis met bijbehorend interieur is van algemeen belang vanwege de architectuurhistorische waarde te weten de Traditionalistische vormgeving van zowel het exterieur als het rijk uitgevoerde interieur, kenmerkend voor de bouwperiode en het latere bouwkundige oeuvre van de architect C.J. Introduction

Town Hall of Alphen aan den Rijn, built in 1938-1939 to a design by architect C.J. Blaauw. The Traditionalist building style of both the exterior and the richly executed interior is characteristic of the architect's later work. Description

Symmetrical building in principal layout on a U-shaped floor plan with raised projecting central section and two corner pavilions with spout gables. Behind the northern pavilion a single-storey dwelling. The building is erected above a slightly projecting basement over two storeys in red brickwork (Rhineland hand-moulded brick) and is covered by gabled roofs with glazed Dutch tiles in dulled tones; in the roof ends above all facades roof dormers with nine-pane windows. The basement, treated as a plinth, is built in lighter-toned brick and finished with a natural stone drip moulding. The basement is divided with half-round twelve-pane steel windows under round-arched openings fitted with natural stone springer and voussoir stones; in the facades above large rectangular eight- and six-pane windows with strong vertical steel glazing bars in wooden frames with fanlights. In the front and side facades three-sided bay windows.

Symmetrical main facade (east) with a raised central projection crowned by a substantial roof lantern, which is fitted with a square base with balustrade and a lantern with narrow octagonal, copper-clad spire. In the projection an entrance section accentuated by a tuff stone moulding, which terminates in the roof end with a bell-shaped tympanum bearing the municipal coat of arms flanked by lions in relief. A broad granite entrance flight leads to the double glass door with wrought-iron grille work, above which is a balcony on heavily decorated consoles with a natural stone balustrade fitted with wrought-iron railings and bronze lanterns at the corners; on the upper floor a large glass wall with doors to the balcony. On either side of the entrance section three-sided bays over two storeys. The facades of the recessed wings each contain seven window bays. In the projecting spout gables of the corner pavilions a central three-sided bay window over two storeys, flanked by two narrow side lights. The hexagonal windows in the gable tops have diagonal glazing bars.

The south facade contains eight window bays with in the centre a small bay under a copper roof between the two storeys. To the right of this the door under a fanlight above a broad entrance flight with a built-up parapet wall, behind which to the left is a stair to the basement entrance. The north facade consists of a section with two windows and a door with entrance flight in front, the original entrance to the wedding hall. To the right of the entrance flight the entrance to the dwelling which further contains two windows.

Against the raised projecting central section on the rear facade (west) a built-out staircase under a lean-to roof. In the central projection a double door with fanlight under a large roof light with leaded glass extending above the roof line. On either side of the projection the principal floor is built out under a lean-to roof across the full width of the facades and the side facade of the southern pavilion. In the spout gable of this pavilion two doors at basement level and above them windows and a hexagonal window in the gable top. Against the northern pavilion the dwelling with large curved bay window in the spout gable.

INTERIOR Of the originally richly executed interior, among other things the hall with staircase and the panelling in some rooms have been preserved. Behind the entrance the central hall with a floor of light Comblancien and dark Namur stone laid in pattern. The walls and columns are clad with Calacata marble. The monumental ceremonial stair is executed in Comblancien. In the hall some original fixed wall benches have been preserved. In the staircase and council chamber on the upper floor large windows with figurative stained glass by Dick Broos. In the staircase it depicts Industry and in the council chamber Wisdom, Deliberation, Law and Authority. The leaded glass windows in the wedding hall were made by Max Nauta. The representative rooms, such as the wedding hall, the council chamber, the mayor's and commission room are fitted with parquet floors and wall panelling in various wood types, such as dark Honduras mahogany and light oak, combined or otherwise with beam ceilings.

In various places in the building specially designed furniture for the town hall and very striking Czech crystal chandeliers. Various wall clocks are incorporated in the wall panelling, in the former public room of the secretariat a fine example executed in tilework.

Valuation

The town hall of Alphen aan den Rijn is of general importance for its cultural-historical value as a representative example of a town hall from the nineteen-thirties and thereby a bearer of cultural significance of administrative developments at local level.
