Inleiding
Voormalige BUNKER van Seyss-Inquart aan de oostzijde van de Loolaan. Dr Arthur Seyss-Inquart werd in 1892 geboren in Stannern in het toenmalige Oostenrijk-Hongarije. Na zijn studie vestigde hij zich als advocaat in Wenen. In 1938 werd hij bondskanselier van Oostenrijk. Op zijn verzoek trokken de Duitse troepen Oostenrijk binnen en werd hijzelf aangesteld als Rijksstadhouder in de rang van SS-Obergruppenführer. In 1939 werd hij plaatsvervangend Gouverneur-Generaal van Polen en in mei 1940 Rijkscommissaris voor het bezette Nederlandse gebied. Van 1940-1945 was hij hier de hoogste civiele autoriteit. In het Neurenberg-proces is hij ter dood veroordeeld en op 16 oktober 1946 opgehangen.
Na Dolle Dinsdag (5 september 1944) besloot Seyss-Inquart vanuit Den Haag te verhuizen naar het landhuis Spelderholt in Beekbergen. Hij hield echter in Apeldoorn kantoor in de villa Loolaan 554, die werd bewoond door Dr Friedrich Wimmer, 'commissaris-generaal voor het bestuur en justitie'. Ter bescherming voor Seyss-Inquart en zijn staf bij luchtalarm is, in de periode juni 1944 - april 1945, zowel in de voor- als de achtertuin van de villa een bunker gebouwd. De bunker in de achtertuin is deels afgebroken en het overige deel is dichtgestort. De bunker in de voortuin is nog intact. Deze heeft twee uitgangen, één aan de zijde van de villa en één aan de zijde van de Loolaan. De bouw van de bunker kostte fl. 175.000 en was, voor zover mogelijk, van alle gemakken voorzien. De wanden waren behangen met Perzische tapijten, die deels waren 'geleend' van het Paleis Het Loo. De bunker kon tevens luchtdicht worden afgesloten en speciale luchtpompen, waarin gasfilters waren aangebracht, maakten toevoer van gezuiverde buitenlucht mogelijk. De bunker bevatte ook een telefooncentrale die was gebouwd door ingenieurs van de PTT. Ondanks streng toezicht waren zij erin geslaagd een aftakking te maken naar de verzetsbeweging in Apeldoorn.
Kort na de bevrijding is de bunker opengesteld voor het publiek en zijn ten behoeve daarvan op de muren schilderingen aangebracht. Enerzijds duiden zij de functies van de ruimten aan, anderzijds duiden zij op de gebruiker en waar hij voor stond. Op dat moment was een groot deel van de inrichting nog aanwezig, zoals de telefooncentrale en het bad. De openstelling heeft geduurd tot 1947. In de jaren '50 is de bunker opnieuw kort opengesteld. Toen waren alleen de telefooncentrale en de luchtzuiveringsmachines nog aanwezig. Op dit moment staan alleen deze laatste er nog.
Omschrijving
De ondergrondse bunker is opgetrokken op een langwerpige smalle tweebeukige plattegrond. De vloer is uitgevoerd in gewapend beton, de wanden van baksteen, gemetseld in kruisverband. Het dak van de bunker is van beton, afgedekt met een dunne laag grond. Zichtbaar aan de buitenzijde zijn een verhoging in het terrein met een viertal keramische ontluchtingspijpen en de in baksteen uitgevoerde toegang aan de Loolaan.
De twee L-vormige beuken grijpen in elkaar en zijn op twee punten met elkaar verbonden. De korte poot van de L is telkens een kleine halvormige ruimte. Een trap aan de Loolaan geeft toegang tot zo'n hal en van daaruit wordt de oostelijke beuk bereikt. Deze geeft aan begin en uiteinde toegang tot de westbeuk. Het zuidelijke uiteinde van de westbeuk geeft toegang tot het tweede halletje, van waaruit men naar de villa kan gaan.
De indeling van de bunker is nog geheel intact. In het interieur bevinden zich nog tenminste twee luchtzuiveringstoestellen. De toe- en doorgangen bevatten stalen deuren. De wanden zijn voorzien van naoorlogse tekeningen en teksten.
Waardering

- Van architectuurhistorische waarde als goed voorbeeld uit de functionele en typologische ontwikkeling van de bunkerbouw. Het object is een voorbeeld van een in exterieur en interieur goeddeels gaaf en herkenbaar gebleven schuilbunker waarin gewapend beton is toegepast.
- Van cultuurhistorische waarde vanwege het belang van deze bunker voor de geschiedenis van Nederland en de Tweede Wereldoorlog in het bijzonder. Description
The underground bunker is built on an elongated narrow two-aisle floor plan. The floor is laid in reinforced concrete, the walls of brick, laid in English bond. The roof of the bunker is concrete, covered with a thin layer of earth. Visible on the outside are a rise in the ground with four ceramic ventilation pipes and the brick-built entrance on the Loolaan.
The two L-shaped aisles interlock and are connected to each other at two points. The short arm of the L is each time a small semi-circular space. A staircase on the Loolaan provides access to such a hall and from there the eastern aisle is reached. This provides access to the west aisle at its beginning and end.
