Inleiding
Het in 1864 gebouwde Eclectisch HERENHUIS is een ontwerp van A. Breunissen Troost, een architect die in de tweede helft van de 19de eeuw het aanzien van de stad Sneek voor een groot deel heeft bepaald. Het herenhuis is een van de weinige, nog in redelijk oorspronkelijke staat verkerende, panden dat door Breunissen Troost is ontworpen. Het pand, dat in de volksmond bekend stond als het wijnpaleis, is gebouwd in opdracht van de wijnhandelaar Lambertus Veen wiens familie tot 1908 in het pand gewoond heeft. Hierna heeft het pand onderdak geboden aan de Raad van Arbeid die helaas nogal wat in het pand gewijzigd heeft. Tegenwoordig doet het pand dienst als dokterswoning. Tijdens de kantoorfunctie is er een keuken tegen het pand aangebouwd die wegens het ontbreken van monumentale waarde buiten de bescherming van rijkswege valt.
Het huis ligt op de hoek van de Jousterkade en het Kleinzand wat het pand, in combinatie met zijn statige voorkomen en grote volume, tot een prominent punt in de Sneker binnenstad maakt.
Omschrijving
Het pand is tot de verdiepingsvloer bekleed met hardsteen, afgesloten met een stucwerk cordonlijst met daarboven donkerrode baksteen; de hoeken hebben gemetselde lisenen; een bakgoot met gootlijst en fries; samengesteld dak gedekt met Tuiles de Nord. Alle gevelsparingen op de begane grond hebben een rechte bovendorpel en zijn vier-ruits, die van de verdieping zijn uitgevoerd met een segmentboog en bovenlicht. De hardstenen borstwering onder de vensters van de begane grond ligt terug.
De hoek Kleinzand en Jousterkade is afgeschuind en heeft een gevelopstand uitgevoerd als tentdak met een geprofileerde windveer; hieronder een rond venster, geflankeerd door twee schoorstenen; hieronder twee venstertjes in het fries; een venster op de begane grond en een venster met bovenlicht op de verdieping.
De Jousterkadegevel (noord-oost): Centraal ligt de uit het gevelvlak springende hoofdingangspartij met op de verdieping een gietijzeren balkon en gemetselde dakopstand met fronton op het dak. De entree ligt in een portiek met hardstenen stoep met gietijzeren hekje en twee gietijzeren pilasters met composietenkapitelen ter ondersteuning van de portiek-latei en ter bevestiging van de gietijzeren consoles van het balkon; balustrade met palmetfiguratie, flanken zijn niet origineel; dubbele balkondeur geflankeerd door twee vensters; in dakopstand een dubbele deur met daarboven hijsbalk en aan weerszijden een venster. De beide gevelvlakken naast de ingangspartij bevatten elk, zowel op de begane grond als op de verdieping, vier vensters.
De Kleinzandgevel (zuid-oost): Links een toegangsdeur met bovenlicht; op de begane grond twee- en op de verdieping drie vensters.
De tuingevel (noord-west): De verdieping heeft drie vensters; op de begane grond is met de verbouwing tot dokterswoning een hardhouten pui geplaatst; daarnaast de -niet beschermde- keuken onder plat dak.
De achtergevel (zuid-west): gelegen aan een smalle steeg en uitgevoerd in een poreuze gele metselsteen; over de gevel diverse kleine lichtvensters waaronder drie ronde met blauw en wit glas-in-lood in een bloemvorm.
Het INTERIEUR bevat, ondanks vele mutaties en doorbraken nog diverse originele elementen, zoals onder andere de meeste binnenkozijnen en de hal op de begane grond, die met wit marmer is geplaveid. Het balkenplafond in de huidige woonkamer, een houten spiraaltrap met rijkelijk gedecoreerde trappalen en een uiterst monumentale toegang tot het aan het balkon grenzend vertrek. In dit vertrek bevinden zich onder meer een zwarte marmeren schouw met rijkelijk gedecoreerde bepleisterde boezemen, een plafond met fraai pleisterwerk, schijnpilasters bij de vensters. De zolderdeuren zijn voorzien van decoratief houtsnijwerk, onder andere een fruitschaal, een dolfijn en een hond.
Waardering
Het herenhuis op de hoek Jousterkade-Kleinzand is van algemeen cultuurhistorisch en architectuurhistorisch belang:
- voor het oeuvre van de architect;
- vanwege de betekenis voor het aanzien van de binnenstad;
- vanwege de hoogwaardige esthetische kwaliteiten van het ontwerp;
- in relatie tot de structurele en visuele gaafheid van het stedelijke omgeving;

The Eclectic GENTLEMAN'S HOUSE built in 1864 is a design by A. Breunissen Troost, an architect who largely determined the appearance of the city of Sneek in the second half of the 19th century. The gentleman's house is one of the few buildings still in reasonably original condition designed by Breunissen Troost. The entrance lies in a portico with hard stone step with cast-iron railings and two cast-iron pilasters with composite capitals supporting the portico lintel and for fastening the cast-iron consoles of the balcony; balustrade with palmette ornamentation, flanks are not original; double balcony door flanked by two windows; in roof upstand a double door with hoist beam above and on both sides a window. Both facade panels beside the entrance feature contain each, both on the ground floor and on the upper storey, four windows.
The Kleinzand facade (south-east): On the left an entrance door with fanlight; on the ground floor two windows and on the upper storey three windows.
The garden facade (north-west): The upper storey has three windows; on the ground floor, with the conversion to a doctor's residence, a hardwood shop front has been placed; next to it the -unprotected- kitchen under a flat roof.
The rear facade (south-west): situated on a narrow alley and executed in porous yellow brickwork; across the facade various small light windows, including three round ones with blue and white stained glass in a flower shape.
The INTERIOR contains, despite many alterations and openings, various original elements, such as among others most of the internal window frames and the hall on the ground floor, which is paved with white marble. The coffered ceiling in the current living room, a wooden spiral staircase with richly decorated stair balusters and an extremely monumental entrance to the room bordering the balcony. In this room are found among others a black marble fireplace with richly decorated plastered mantelpieces, a ceiling with fine plasterwork, pilasters at the windows. The attic doors are provided with decorative woodcarving, including a fruit bowl, a dolphin and a dog.

The gentleman's house on the corner Jousterkade-Kleinzand is of general cultural-historical and architectural significance:
