Inleiding
In 1898, naar ontwerp van de toenmalige stadsarchitect J. Leijh, gebouwd POLITIEBUREAU.
Het politiebureau is gebouwd in de trant van de neo-Hollandse Renaissance. Het pand is in de loop der jaren verscheidene malen inwendig verbouwd en naar achteren toe uitgebreid. De voorgevel bleef hierbij steeds intact. In 1937 werd het pand Smedestraat 11 bij het politiebureau getrokken. De onderpui van het pand Smedestraat 11 werd hierbij aangepast aan de architectuur van Smedestraat 9.
In 1941 werd het torentje in de zuidwesthoek van het pand gedeeltelijk opnieuw opgebouwd. De vorm van de torenhelm werd hierbij iets gewijzigd ten opzichte van het oorspronkelijke ontwerp.
In 1975 verliet de politie het pand en werd het politiebureau verbouwd tot appartementen.
N.B. De bescherming richt zich, gezien de vele verbouwingen en de huidige functie van het pand, uitsluitend op de voorgevel en de hoofdvorm van het gebouw.
Omschrijving
Voormalig politiebureau van twee bouwlagen onder zadeldak dat wordt gedekt met leien in maasdekking. De kap, die met de noklijn parallel aan de straat ligt, wordt ter weerszijden boven de zijmuren afgesloten door een bakstenen trapgevel. Het voorschild van de kap bezit een zevental kleine houten dakkapellen onder met leien gedekte schilddaken, welke worden bekroond door een metalen piron. De voorgevel van het pand (W) is opgetrokken in rode baksteen op een hardstenen plint. De voorgevel, die iets naar achteren uit de rooilijn van de straat ligt, kent in de rechterhoek een naar voren springend vierkant torenachtig volume ter breedte van één vensteras, dat wordt bekroond door een torenhelm (een zogenaamde Welse helm) van natuursteen. Deze torenhelm wordt boven de daklijst omrand door een natuurstenen balustrade.
De voorgevel, die in totaal vijf vensterassen breed is, is rijk versierd met natuursteenwerk van een zachte natuursteensoort. Een natuurstenen cordonlijst scheidt de begane grond van de eerste verdieping, terwijl voorts natuurstenen detailleringen als boog- en hoekstenen, spekbanden en architraven de voorgevel sieren. De houten daklijst boven langs de voorgevel wordt ondersteund door natuurstenen consoles. In het torenachtige volume rechts bevinden zich ter hoogte van de verdieping twee natuurstenen koppen. Deze met helmen gedekte koppen verwijzen naar de voormalige functie van het pand.
De dubbele houten voordeur, welke zich bevindt in de middelste vensteras, is omlijst door een natuurstenen gecanneleerde pilasterstelling welke boven het bovenlicht wordt afgesloten door een architraaf met daarboven, in natuursteen uitgevoerd, het stadswapen van Haarlem. Deze middelste vensteras wordt boven de daklijst afgesloten door een bakstenen dakkapel onder zadeldak met leien dekking. Deze dakkapel is in top rijk met natuursteen versierd en bezit een houten kruiskozijn. Aan weerszijden wordt de dakkapel afgesloten door wangen uit baksteen en natuursteen. De overige vensters in de voorgevel, acht in totaal, zijn alle in hout gevatte kruiskozijnen, waarbij de vensters op de begane grond zijn voorzien van houten luiken. De vensters worden alle bovenaan afgesloten door een natuurstenen architraaf. Op de begane grond wordt deze architraaf ondersteund door natuurstenen consoles. In de rechter, naar voren springende, vensteras bevindt zich op de begane grond een tweede entree bestaande uit een houten deur met een met natuursteen omlijst halfrond bovenlicht. De gevel is voorts versierd met smeedijzeren muurankers.
Waardering
Het voormalige politiebureau uit 1898 is van algemeen belang vanuit cultuurhistorisch en architectuurhistorisch oogpunt als zijnde een in neo-Hollandse Renaissance-stijl opgetrokken overheidsgebouw. Daarnaast is het pand van belang vanwege zijn beeldbepalende ligging in de binnenstad van Haarlem en is het een belangrijk exponent binnen het oeuvre van de stadsarchitect J. Leijh.

Description
Former police station of two storeys under a gabled roof which is covered with slate in Dutch bond. The roof, which runs parallel to the street along the ridge line, is closed at both sides above the side walls by brick stepped gables. The front roof section has seven small wooden roof dormers under slate-covered hipped roofs, which are crowned by a metal finial. The front facade of the building (W) is constructed in red brick on a hardstone plinth. The front facade, which projects slightly back from the street building line, has in the right-hand corner a forward-projecting square tower-like volume the width of one window bay, crowned by a tower cap (a so-called Welsh helm) of ashlar. This stone tower cap is bordered above the roof line by an ashlar balustrade.
The front facade, which is five window bays wide in total, is richly decorated with ashlar of a soft stone variety. An ashlar cornice line separates the ground floor from the first storey, whilst further ashlar details such as arch and corner stones, speckled bands and architraves decorate the front facade. The wooden cornice above the front facade is supported by ashlar corbels. In the tower-like volume on the right are located at storey height two ashlar heads. These heads wearing helmets refer to the former function of the building.
The double wooden front door, which is located in the middle window bay, is framed by an ashlar fluted pilaster setting which above the fanlight is closed by an architrave and above this, executed in ashlar, the coat of arms of the city of Haarlem. This middle window bay is closed above the roof line by a brick roof dormer under a gabled roof with slate covering. This dormer is at the top richly decorated with ashlar and has a wooden cross window. At either side the dormer is closed by check walls of brick and ashlar. The remaining windows in the front facade, eight in total, are all wooden cross windows, whilst the windows on the ground floor are furnished with wooden shutters. The windows are all closed at the top by an ashlar architrave. On the ground floor this architrave is supported by ashlar corbels. In the right, forward-projecting, window bay is located on the ground floor a second entrance consisting of a wooden door with a semicircular fanlight framed in ashlar. The facade is further decorated with wrought-iron wall anchors.
Valuation
The former police station from 1898 is of general importance from a cultural-historical and architectural-historical perspective as being a public building constructed in neo-Dutch Renaissance style.
