Inleiding
Vrijstaand woonhuis van het type VILLA gebouwd in 1904 in opdracht van burgemeester G.H. Smits in art nouveau. Na de dood van burgemeester Smits is het pand geschonken aan de gemeente Eibergen om het in gebruik te nemen als gemeentehuis. De villa is gesitueerd op enige afstand, aan de noordzijde van de Grotestraat binnen de bebouwde kom van Eibergen.
Omschrijving
Een vrijstaande VILLA met onregelmatige vierkante plattegrond opgetrokken in kruisverband in een helderrode verblendsteen met decoratief gebruik van de witte en gele verblendsteen en hardsteen. De gele verblendsteen is gebruikt voor het aanbrengen van speklagen ter hoogte van de onder-, wissel- en bovendorpels. Bewerkte hardsteen is gebruikt voor de lateien en lekdorpels van enkele vensters, consoles en voor de afsluiting van de uitspringende plint opgetrokken in koppen in donkerrode baksteen. De gevels eindigen in een fries van witte verblendsteen, omkaderd en verdeeld in velden door een gele verblendsteen met in elk veld een kruis van rode verblendsteen. Boven het fries bevindt zich een houten geprofileerde bakgoot ondersteund door klossen waarboven de dakconstructie gedekt met leien in maasdekking, zinken keperafdekkingen en een noklijst. Het vierkante basisvolume bestaande uit twee bouwlagen met afgeknot schilddak wordt op drie plaatsen onderbroken door drie bouwlagen tellende bouwvolumes met risalerende gevels. Naast overwegend B-vensters met glas-in-lood of onregelmatige negenruits bovenlichten op de begane grond en overwegend stolpramen met achtruits glas-in-lood bovenlichten op de eerste verdieping, bevindt zich in de risalerende ingangs- en trappartij een driestrooksvenster met centraal stolpraam.
In de a-symmetrische VOORGEVEL (zuidzijde) met art nouveau smeedijzeren muurankers bevindt zich links van het midden de risalerende ingangspartij, bestaande uit drie bouwlagen afgesloten door een geknikt tentdak met windvaan. Op de begane grond bevindt zich in dit bouwdeel een portiek met twee gepleisterde hardstenen rondbogen aan de voorzijde en een identieke rondboog aan de linkerzijde. In het portiek bevindt zich links een rijk geprofileerde houten dubbele (paneel)deur met glas-in-lood bovenlicht, rechts twee gekoppelde B-vensters waarvoor twee hardstenen treden. De blinde rechterzijde in het portiek is opgetrokken in witte verblendsteen waarin met decoratief patroon een lambrizering is aangebracht. De hardstenen afsluiting van de twee rondbogen verloopt trapsgewijs met centraal daarboven op de eerste verdieping een driestrooksvenster van elkaar gescheiden door gemetselde kolommen. Op de tweede verdieping bevinden zich twee gekoppelde B-vensters. De consoles op de eerste verdieping zijn de aanzet van de hoeklisenen, die zich op de tweede verdieping verbreden en eindigen in een tandlijst.
Links van de toren bevinden zich op de begane grond twee gekoppelde B-vensters met onregelmatig negenruits bovenlicht. Op de eerste verdieping een B-venster met in het dakvlak een dakvenster met twee vierruits draairamen afgedekt door een lessenaarsdak. De linkerhoek van de voorgevel is afgeschuind en bestaat uit een vensteras. Het gevelvlak rechts van de toren bestaat uit twee vensterassen met in het dakvlak een identiek dakvenster.
In de LINKERZIJGEVEL bevond zich oorspronkelijk een serre met balkon op de plaats van de huidige vensterassen. In het dakvlak bevindt zich een dakvenster identiek aan de voorzijde.
Het licht risalerende middendeel met een afwijkende verticale indeling, verdeeld de RECHTERZIJGEVEL in drie delen. Het middendeel (trappartij) bestaande uit drie bouwlagen eindigt in een plat dak waarvoor een gesloten borstwering met afwisselend gebruik van rode en witte verblendsteen. Vanaf de tweede bouwlaag ontspringen hoeklisenen op consoles, die eindigen in geprononceerde hoekkolommen van de borstwering. Onder de borstwering in de rechterzijgevel van het trappenhuis bevindt zich een tandlijst in witte verblendsteen. Op de begane grond bevinden zich drie getraliede valramen met een hanekam boven de hardstenen latei. Op de eerste verdieping bevindt zich een driestrooksvenster gevuld met glas-in-loodraam, op de tweede verdieping een identiek venster met enkelruits ramen. Links in de rechtertravee bevindt zich een paneeldeur met getoogde tussenregel en ruiten waarboven een onregelmatig negenruits bovenlicht met rechts daarvan een niet origineel venster. Op de later toegevoegde verdieping met plat dak bevinden zich drie vensters. In de linkertravee bevinden zich op de begane grond twee vensters met op de verdieping een klein privaatvenster.
In het midden van de ACHTERGEVEL bevindt zich een bouwvolume van drie bouwlagen met topgevel en mansardekap. Op de eerste verdieping twee stolpramen met achtruits bovenlicht met in de topgevel een enkel identiek raam waarboven een klimmend getrapte lijst in witte verblendsteen afgesloten door hardstenen dekplaten. Rechts van de topgevel bevindt zich een teruggelegen gevelvlak van twee vensterassen breed. Het gevelvlak links van de topgevel bestaat uit een bouwlaag waarin twee B-vensters met een later toegevoegde bouwlaag waarin drie vensters afgesloten met een plat dak. Het INTERIEUR van de villa verkeert nog in originele staat waarvan de Jugendstil wand- en plafondafwerking, de trap en de geëtste glazen portiekdeuren vermeldenswaardig zijn. Bijzondere aandacht vragen de plafondschilderingen in de hal en het trappenhuis met het glas-in-lood driestrooksvenster.

Freestanding villa of the villa type built in 1904 commissioned by mayor G.H. Smits in art nouveau style. After the death of mayor Smits the property was donated to the municipality of Eibergen to be used as the town hall. The villa is situated at some distance, on the north side of the Grotestraat within the built-up area of Eibergen.
Description
A freestanding VILLA with irregular square floor plan built up in Flemish bond in a bright red facing brick with decorative use of white and yellow facing brick and ashlar stone. The yellow facing brick is used for the application of decorative bands at the level of the lower, middle and upper sill courses. Worked ashlar stone is used for the lintels and drip courses of some windows, consoles and for the termination of the projecting plinth built up in headers in dark red facing brick. The facades end in a frieze of white facing brick, framed and divided into panels by yellow facing brick with in each panel a cross of red facing brick. Above the frieze is a wooden moulded barge board supported by corbels above which the roof structure is covered with slates in overlapping pattern, zinc roof edge trimmings and a roof ridge board. The square base volume consisting of two storeys with a truncated hipped roof is interrupted in three places by three-storey building volumes with projecting facades. Alongside predominantly B-windows with leaded glass or irregular nine-pane fanlights on the ground floor and predominantly sash windows with rear-pane leaded glass fanlights on the first floor, there is in the projecting entrance and stairwell bay a three-light window with central sash window.
In the asymmetrical FRONT FACADE (south side) with art nouveau wrought iron ornamental wall anchors there is to the left of centre the projecting entrance section, consisting of three storeys terminated by a bent marquee roof with weathervane. On the ground floor in this building section there is a porch with two plastered ashlar rounded arches at the front and an identical rounded arch on the left side. In the porch there is on the left a richly moulded wooden double (panel) door with leaded glass fanlight, on the right two coupled B-windows in front of which are two ashlar steps. The blind right side in the porch is built up in white facing brick in which a wainscot is applied in decorative pattern. The ashlar termination of the two rounded arches runs in steps with centrally above on the first floor a three-light window separated from each other by brick columns. On the second floor there are two coupled B-windows. The consoles on the first floor are the start of the corner fillets, which widen on the second floor and end in a dentil moulding.
To the left of the tower on the ground floor there are two coupled B-windows with irregular nine-pane fanlight. On the first floor a B-window with in the roof slope a roof window with two four-pane opening casements covered by a lean-to roof. The left corner of the front facade is chamfered and consists of a window bay. The facade surface to the right of the tower consists of two window bays with in the roof slope an identical roof window.
In the LEFT SIDE FACADE there was originally a conservatory with balcony in the place of the current window bays. In the roof slope there is a roof window identical to the front.
The slightly projecting middle section with a different vertical division divides the RIGHT SIDE FACADE into three parts. The middle section (stairwell) consisting of three storeys ends in a flat roof in front of which is a closed parapet with alternating use of red and white facing brick. From the second storey corner fillets spring from consoles, which end in pronounced corner columns of the parapet. Below the parapet in the right side facade of the stairwell there is a dentil moulding in white facing brick. On the ground floor there are three barred casement windows with a decorative cap above the ashlar lintel. On the first floor there is a three-light window filled with leaded glass window, on the second floor an identical window with single-pane windows. On the left in the right bay there is a panel door with a curved transom bar and panes above which is an irregular nine-pane fanlight with to the right of it a non-original window. On the later added flat-roofed storey there are three windows. In the left bay there are on the ground floor two windows with on the storey a small toilet window.
In the middle of the BACK FACADE there is a building volume of three storeys with gable and mansard roof. On the first floor two sash windows with rear-pane fanlight with in the gable a single identical window above which a climbing stepped moulding in white facing brick terminated by ashlar coping stones. To the right of the gable there is a recessed facade surface two window bays wide. The facade surface to the left of the gable consists of a storey in which two B-windows with a later added storey in which three windows terminated with a flat roof. The INTERIOR of the villa is still in original condition, of which the Art Nouveau wall and ceiling finishes, the stairs and the etched glazed porch doors are noteworthy. Particular attention is warranted by the ceiling paintings in the hall and the stairwell with the leaded glass three-light window.
