Inleiding
Kantoorgebouw met dienstwoning van de Provinciale Zeeuwsche Energie Maatschappij (PZEM), gebouwd vanaf ca. 1937 naar een ontwerp van de architect A. Rothuizen te Middelburg; in een traditionalistische stijl met enige modernistische invloeden.
Omschrijving
Kantoorpand op L-vormige plattegrond met aan het uiteinde van en haaks op de korte zijde het gedeelte van de dienstwoning.
Opgetrokken uit bruingele baksteen; natuurstenen banden.
Drie verdiepingen hoog met zadeldak en gedekt met gesmoorde Muldenpannen. Langsgevel aan straatzijde (noord) met alle verdiepingen voorzien van reeksen gekoppelde stalen vensters met roedeverdeling. Links, meerdere traveeën vanaf de hoek, bevindt zich, als verticaal element, de vierkante toren met aan de voet hiervan de entree.
Ingangspartij met trap en luifel, dubbele stalen deur met glasruit en iets naar voren springende verticale vensterpartij boven de luifel. Rechts naast de toren twee ronde vensters met roedeverdeling. De vierkante toren is voorzien van een houten daklijst en een houten bekroning. Bouwvolume links van de toren is iets hoger opgetrokken dan bouwvolume rechts hiervan.
Zijgevel aan oostzijde met rechts topgevel (de zijgevel van de langsgevel aan de straatzijde) met op begane grond groot horizontaal venster met roedeverdeling; links en rechts aan topgevel soort gemestelde pilasters; topgevel met iets overhangende daklijst.
Links van topgevel, iets terugliggend, langsgevel (korte zijde van de L-vormige kantoorbouw) met rechts groot verticaal venster met roedeverdeling ter plaatse van trappenhuis. Daarnaast zelfde vensterindelingen als aan voorgevel met reeksen gekoppelde vensters op alle drie de verdiepingen. Haaks tegen uiteinde van de gevel is vleugel met voormalige dienstwoning aangebouwd. Deze vleugel is twee verdiepingen hoog met kap en voorzien van een opgehoogd deel in het dak.
Rechts een poort op de begane grond; diverse stalen vensters en houten voordeur. Op verdieping reeks vensters onder de daklijst. Links knikt de vleugel iets naar voren; in zijgevel erkeraanbouw. Achtergevel van deze vleugel eveneens met reeks vensters onder de daklijst en diverse vensters op begane grond; poort.
Uiteinde van de korte zijde van de L-vormige kantoorbouw bestaat uit een topgevel en een twee verdiepingen hoge uitbouw met zadeldak; diverse achteringangen met trapje en luifel. Gekoppelde vensters aan achtergevels. Aan uiteinde van de lange vleugel van de L-vorm een lage aanbouw, enigszins vooruitgeschoven, namelijk de post van de portier, met poort.
In het interieur is onder meer het hoofdtrappenhuis van het kantoor van belang.
Waardering
Kantoorgebouw met dienstwoning, van architectuurhistorisch belang onder meer voor het oeuvre van de architect; van ensemblewaarden, van typologisch belang en van belang vanwege gaafheid van met name het exterieur.

Office building on an L-shaped ground plan with at the end of and perpendicular to the short side the service dwelling section.
Built of yellowish-brown brickwork; natural stone bands.
Three storeys high with gabled roof and covered with swept Muldenpannen. Long facade at street side (north) with all storeys provided with series of coupled steel windows with glazing bars. On the left, several bays from the corner, there is located, as a vertical element, the square tower with at its base the entrance.
Entrance section with staircase and canopy, double steel door with glazed pane and somewhat projecting vertical window section above the canopy. To the right of the tower two round windows with glazing bars. The square tower is provided with a wooden cornice and a wooden crown. Building volume to the left of the tower is built somewhat higher than building volume to the right of it.
Side facade on the east side with on the right a gable (the side facade of the long facade at the street side) with on ground floor large horizontal window with glazing bars; to the left and right of the gable kind of rusticated pilasters; gable with somewhat overhanging cornice.
To the left of the gable, slightly set back, long facade (short side of the L-shaped office building) with on the right large vertical window with glazing bars at the location of the stairwell. Next to it same window divisions as at the front facade with series of coupled windows on all three storeys. Perpendicular to the end of the facade a wing with former service dwelling is built on. This wing is two storeys high with roof truss and provided with a raised section in the roof.
On the right a gateway on the ground floor; various steel windows and wooden front door. On the upper storey a series of windows below the cornice. On the left the wing projects slightly forward; in the side facade a bay window extension. Rear facade of this wing likewise with series of windows below the cornice and various windows on ground floor; gateway.
End of the short side of the L-shaped office building consists of a gable and a two-storey extension with gabled roof; various rear entrances with small staircase and canopy. Coupled windows at rear facades. At the end of the long wing of the L-shape a low extension, somewhat advanced, namely the porter's lodge, with gateway.
In the interior the main stairwell of the office is of particular importance.
