Omschrijving
Inleiding
Gemeentehuis gebouwd in 1939 naar ontwerp van A. Baart (Leeuwarden) in de stijl van de Delftse School. Uit een brief van 23 maart 1938 (archief gemeente Dwingeloo) blijkt dat aanvankelijk gedacht werd aan een plek nabij de kerk, later komt nog een terrein aan de huidige Entingheweg in beeld maar de uiteindelijke keuze viel op 'een ruim terrein gelegen aan een der zijden van de Brink'. In de gang van het gemeentehuis een stichtingssteen: 11 juli 1939 werd de eerste steen gelegd door mevr D.M.E.A.J. Stork van der Kuyl. Burgemeester: W.A. Stork, weth E.J. Bloemerts, secretaris H. Henkel en weth J. Dekker. Als bijzonderheden kunnen nog worden genoemd:
- het gebrandschilderd glas-in-lood van het trappenhuis waarop zes familiewapens van de bewoners van de voormalige havezathe Batinge. Het betreffen de families De Vos van Steenwijk, Schenck, van den Boetzelaer, van Pallandt, van Heeckeren en van Holthe.
- twee gebrandschilderde glas-in-lood ramen in de raadszaal waarop afbeeldingen van de havezathen Batinge, Entinge, Westrup en Oldengaerde afgewisseld met vier afbeeldingen uit het boeren leven.
- een geschilderde gemeentewapen in de raadszaal.
De bescherming beperkt zich tot het oorspronkelijke gemeentehuis en delen van het interieur. De na-oorlogse interne wijzigingen en de uitbreiding vallen buiten de bescherming.
Omschrijving
Gemeentehuis opgetrokken in een handgevormde kloostermop met brede lint- en stootvoeg en bestaande uit twee bouwlagen met een steil opgaand zadeldak belegd met romaanse pannen; gemetselde dakruiter met koperen tentdak voorzien van smeedijzeren windvaan (waarin gemeentewapen verwerkt is). Gevelopbouw met gemetselde plint, opgaand metselwerk met rechtgesloten vensters al dan niet voorzien van spaarboog met daarin metselmozaiek van handgevormde waalsteen, tuitgevels met bloktand, langsgevels voorzien van daklijst waaronder muizetand. De asymmetrische tuitgevel aan de voorzijde heeft bordes onder lessenaardak (eiken kapconstructie voorzien van enig snijwerk) en een getoogd portaal met diepliggende rechtgesloten toegangdeuren. Geheel rechts een ingemetseld houten mededelingenkast. Daarnaast twee achtruits vensters met middenkalf. Links van het bordes een gekoppeld vierruits venster onder een spaarboog. Verdieping met drie maal een gekoppeld achtruits venster met kalf; twee smeedijzeren sierankers; in de top een rechtgesloten luik (vlaggemast) waarboven een in natuursteen uitgevoerd gemeentewapen. De zuidgevel is asymmetrisch ingedeeld met als opvallend element het uitkragende topgeveltje waarin het grote gebrandschilderde glas-in-lood raam van het trappenhuis. Op vloerniveau een stortkoker (toevoer brandstoffen), een waterplaats, een gemetselde stoep, een diepliggend keldervenster afgedekt met een smeedijzeren tralie en glazen bouwstenen in de plint (t.b.v. archiefruimte). Van rechts naar links een gekoppeld vierruits venster, drie kleine toiletvensters en een deur (verticale profielen en sierrooster) onder het uitkragende gevelvlak. Links drie gekoppelde achtruits vensters met kalf; geheel links zit (nu opgenomen in de platte aanbouw) een deur. Verdieping met twee venster onder de tandlijst; links van de uitkragende topgevel twee vensters; een tweede topgevel met een gekoppeld achtruits venster. De noordgevel heeft van links naar rechts een vensterindeling van drie achtruits, een gekoppeld achtruits en vijf achtruits, allen met kalf. Verdieping met achtruits venster in topgeveltje; een glas-in-lood raam met aan weerskanten een smeedijzeren sieranker. Rechts een gewapend betonnen balkon met smeedijzeren hekwerk en openslaande balkondeuren met een gekoppeld vierruits bovenlicht. Westgevel met een asymmtrisch geplaatste uitbouw onder lessenaardak waarin enkele al dan niet gekoppelde vierruits vensters. Verdieping met symmetrisch geplaatst het jaartal in natuursteen (romeinse cijfers) en aan weerszijden een gebrandschilderd glas-in-lood venster van de raadszaal (zie inleiding), smeedijzeren sierankers. Topgevel met gekoppeld achtruits venster.
INTERIEUR: eiken steektrap met bordes voorzien van snijwerk in boom, baluster en leuning; eiken lambrisering. Raadszaal met zichtbare spantconstructie van twee parallelle stijlen waartussen diagonaal vakwerk, bewerkte moerbalken en kinderbinten. Lambrisering rondom (met uitzondering van de publieke tribune). De westelijke zijde heeft een wandschildering van het gemeentewapen. Contemporaine meubelstukken (met nieuwe stoffering).
Waardering
Gemeentehuis van cultuurhistorisch, architectuurhistorisch en stedebouwkundig belang vanwege de bestuurlijke ontwikkeling van Dwingeloo alsmede de verwijzingen naar de lokale historische geschiedenis, van belang vanwege het type, de vormgeving en het materiaalgebruik alsmede vanwege het oeuvre van Baart. Daarnaast is het van belang vanwege de beeldbepalende ligging in het beschermde dorpsgezicht Dwingeloo. Uniciteitswaarde vanwege het materiaalgebruik (toepassing handgevormde kloostermoppen).

Municipal building constructed in hand-formed monastery brick with broad joint and struck joint and consisting of two storeys with a steeply rising gabled roof covered in Romanesque tiles; moulded roof turret with copper pitched roof furnished with wrought-iron weather vane (in which municipal coat of arms is incorporated). Facade construction with moulded plinth, rising masonry with vertically closed windows some furnished with relieving arch containing mosaic of hand-formed Flemish brick, spout gables with toothcourse, side facades furnished with cornice under which toothcourse. The asymmetrical spout gable on the front has a raised platform under a lean-to roof (oak roof truss furnished with some carving) and a arched portal with deeply set vertically closed entrance doors. Entirely to the right an inset wooden notice board. Adjacent to this two eight-pane windows with centre post. To the left of the platform a coupled four-pane window under a relieving arch. Upper storey with three times a coupled eight-pane window with centre post; two wrought-iron ornamental wall anchors; in the apex a vertically closed shutter (flagstaff) above which a municipal coat of arms executed in natural stone. The south facade is asymmetrically arranged with as striking element the projecting small gable containing the large stained glass window of the stairwell. At floor level a discharge chute (fuel supply), a water place, a moulded step, a deeply set cellar window covered with a wrought-iron grille and glass bricks in the plinth (for archive room). From right to left a coupled four-pane window, three small toilet windows and a door (vertical profiles and ornamental grille) under the projecting facade surface. To the left three coupled eight-pane windows with centre post; entirely to the left a door (now incorporated in the flat extension). Upper storey with two windows under the toothcourse; to the left of the projecting gable two windows; a second gable with a coupled eight-pane window. The north facade has from left to right a window arrangement of three eight-pane, a coupled eight-pane and five eight-pane windows, all with centre post. Upper storey with eight-pane window in small gable; a stained glass window to either side of which a wrought-iron ornamental wall anchor. To the right a reinforced concrete balcony with wrought-iron railwork and opening balcony doors with a coupled four-pane fanlight. West facade with an asymmetrically placed extension under a lean-to roof containing some coupled or uncoupled four-pane windows. Upper storey with symmetrically placed the year in natural stone (Roman numerals) and on either side a stained glass window of the council chamber (see introduction), wrought-iron ornamental wall anchors. Gable with coupled eight-pane window.
INTERIOR: oak straight stair with platform furnished with carving in wood, baluster and handrail; oak wainscoting. Council chamber with visible tie beam truss of two parallel posts between which diagonal framing, worked tie beams and child beams. Wainscoting all round (with the exception of the public gallery). The western side has a wall painting of the municipal coat of arms. Contemporaneous furniture pieces (with new upholstery).
Valuation
Municipal building of cultural-historical, architectural-historical and urban design importance owing to the administrative development of Dwingeloo as well as the references to local historical history, of importance owing to the type, the design and the material use as well as owing to the oeuvre of Baart. Furthermore it is of importance owing to the image-forming location in the protected village townscape Dwingeloo. Unique value owing to the material use (application of hand-formed monastery bricks).
