The register's description

Inleiding

Het hoge blokvormige WOONHUIS aan het kerkplein is samen met de kerk een beeldbepalende element in het dorp, dat voor het overige goeddeels uit visserhuisjes bestaat. Het gebouw, waarin tegenwoordig het Zeewerend waterschap Fryslân is gevestigd, was in 1832 eigendom van schipper Andries Davids Vellema. Mogelijk is het voor hem gebouwd in een sobere baksteenvariant van het Neo-Classiscisme. Zowel in de linker als in de rechter zijgevel zijn twee tinten baksteen toegepast, die wijzen op een complexere bouwgeschiedenis. De plattegrond op de kadastrale kaart van 1832 wijkt af van de huidige plattegrond. De wijziging heeft vóór 1918 plaatsgevonden. Het gebouw is vrijwel zeker identiek aan "de herberg in de buren (...) met doorreed en stalling, werkplaats, hok, bleek en achtergelegen tuin", die in 1918 door het waterschap De Contributie Zeedijken van Oostdongeradeel werd aangekocht. Op tekeningen van de bestaande toestand blijkt het aangekochte pand een vijf traveeën breed gebouw van twee bouwlagen onder schilddak waarvan het achterschild tot aan de eerste bouwlaag is doorgetrokken. Het ingediende 'plan voor verbouwing tot waterschapsgebouw', gedateerd 4 juni 1919, heeft betrekking op hetzelfde pand en geeft het in de huidige verschijningsvorm weer. Uit 1919 dateert onder meer de opgemetselde dakkapel in een bouwtrant verwant aan de Um 1800-stijl en rond die tijd is de achtergevel opgetrokken; van de toenmalige indeling is de structuur nog enigszins herkenbaar, terwijl de vergaderzaal en bestuurskamer nog goed herkenbaar zijn. Op de tekening is op de nok een bekroning aangebracht met het opschrift ZEEDIJKEN WESTDONGERADEEL; dit is vermoedelijk nooit uitgevoerd. Het pand is nadien ondermeer in 1920, 1959 en recentelijk inpandig verbouwd, waarbij de T-vensters uit 1919 zijn vervangen door zesruitsvensters. De achtergevel is door de verbouwingen enigszins gewijzigd, het meest nog door de aanbouw van een portaal onder lessenaardak (1959) dat van ondergeschikt belang is. De roedeverdelingen van de lichtopeningen zijn gemoderniseerd. Het gebouw ligt heeft een diepe tuin aan de achterzijde en is aan de voorzijde van het plein gescheiden door een gemetseld, laag muurtje. Buiten bescherming van rijkswege valt de naastgelegen loods wegens geringe monumentale waarde.

Omschrijving

Het gebouw heeft een rechthoekige plattegrond, is vijf traveeën breed, en is opgetrokken in bruine bakstenen in twee bouwlagen onder schilddak, belegd met gesmoorde gegolfde Friese pannen; op de hoeken schoorstenen met dekborden. De gootlijst rust op eenvoudige klampen. De voorgevel heeft een smalle plint. In het midden een omlijste deur met gekleurd glas-in-lood in het bovenlicht en aan weerszijden twee zesruitsvensters; op de verdieping vijf zesruitsvensters. Alle vensters zijn onder een streklaag en hebben een bruin geglazuurde, bakstenen lekdorpel met hollijst. De gevellijst is onderbroken door een gemetselde kajuit met gepleisterde gevelbeëindiging. In de kajuit een zesruits schuifraam; halve luiken. In de linker zijgevel tussen de loods en het hoofdvolume is een zij-ingang. Op het dakschild staat een gemetselde kajuit met hijsinstallatie. Aan de rechter zijgevel zijn in elke bouwlaag drie zesruitsvensters, waarvan de drie op de verdieping met oorspronkelijke dunne roedeverdeling. Aan weerszijden van het portaal zijn twee forse enkelruitsvensters. Op de verdieping drie T-vensters, waarvan er één is gewijzigd in een balkondeur met een houten balkon op korbelen. In het midden van de achtergevel, waarvan de indeling beganegronds weinig oorspronkelijkis, is een horizontaal venster met gekleurd glas-in-lood waarachter het bordes van de traphal.

Het interieur van het pand is structureel nog enigszins herkenbaar. Tot de waardevolle interieuronderdelen behoort onder meer de windrichtingsinstallatie aan het plafond van de voormalige bestuurskamer, gedateerd 1920. De windrichtingspijl is verbonden met een windvaan op de nok.

Waardering

Het woonhuis, waarin tevens het kantoor van het zeewerend waterschap Fryslân is gevestigd, is van algemene cultuurhistorische en architectuurhistorische waarde:

- als bijzondere uitdrukking van bestuurlijke situatie, te weten als contributiehuis van het zeewerend waterschap,

- vanwege de redelijke mate van belang door de esthetische kwaliteit van het ontwerp,

- vanwege de hoge mate van belang voor het aanzien van het dorp als één van de beeldbepalende gebouwen aan het plein,

- vanwege de redelijke mate van gaafheid en herkenbaarheid van het exterieur,

- vanwege het grote belang in relatie tot de structurele en visuele gaafheid van het dorpsbeeld.

Introduction

The tall blocky DWELLING HOUSE on the church square is, together with the church, a defining visual element in the village, which otherwise consists largely of fishermen's cottages. The building, which now houses the Zeewerend waterschap Fryslân, was in 1832 the property of skipper Andries Davids Vellema. It is possible that it was built for him in a sober brick variant of Neo-Classicism. In both the left and right side gables, two shades of brick have been applied, which indicate a more complex building history. The floor plan on the 1832 cadastral map differs from the current floor plan. The alteration took place before 1918. The building is almost certainly identical to "the inn in the vicinity (...) with carriage passage and stabling, workshop, shed, bleach field and adjoining garden", which was purchased in 1918 by the waterschap De Contributie Zeedijken van Oostdongeradeel. Drawings of the existing condition show that the purchased premises was a building five bays wide, two storeys high, under a hipped roof, with the rear slope extending down to the first storey. The submitted 'plan for conversion to waterschap building', dated 4 June 1919, relates to the same premises and shows it in its current appearance. From 1919 dates, among other things, the brick-built roof dormer in a building style related to the c. 1800 style, and around that time the rear gable was raised; the structure of the former layout is still somewhat recognisable, while the meeting room and executive office are still clearly recognisable. On the drawing, a finial has been added to the roof ridge with the inscription ZEEDIJKEN WESTDONGERADEEL; this was probably never executed. The premises has subsequently been converted internally, among other things in 1920, 1959 and recently, during which the T-windows from 1919 were replaced by six-pane windows. The rear gable has been somewhat modified by the alterations, most notably by the addition of a porch under a half-hipped roof (1959) which is of minor importance. The glazing bars of the light openings have been modernised. The building has a deep garden at the rear and is separated from the front of the square by a low brick wall. Outside protection by the State is the adjacent shed due to minor monumental value.

Description

The building has a rectangular floor plan, is five bays wide, and is built in brown brick in two storeys under a hipped roof, tiled with muted corrugated Frisian tiles; chimneys with cover boards at the corners. The gutter line rests on simple corbels. The front facade has a narrow plinth. In the centre a framed door with coloured leaded glass in the fanlight and on either side two six-pane windows; on the upper storey five six-pane windows. All windows are under a band course and have a brown glazed brick drip moulding with hollow moulding. The facade cornice is interrupted by a brick cabin with rendered gable termination. In the cabin a six-pane sash window; half shutters. In the left side gable between the shed and the main volume is a side entrance. On the roof slope stands a brick cabin with hoist installation. On the right side gable are three six-pane windows in each storey, three of which on the upper storey have original fine glazing bars. On either side of the porch are two substantial single-pane windows. On the upper storey three T-windows, one of which has been converted into a balcony door with a wooden balcony on brackets. In the middle of the rear gable, whose layout on the ground floor is not very original, is a horizontal window with coloured leaded glass behind which is the landing of the stair hall.

The interior of the premises is still structurally somewhat recognisable. Among the valuable interior components is, among other things, the wind direction installation on the ceiling of the former executive office, dated 1920. The wind direction pointer is connected to a weather vane on the ridge.

Valuation

The dwelling house, which also houses the office of the waterschap Fryslân, is of general cultural historical and architectural historical value:

- as a particular expression of administrative situation, namely as a contribution house of the sea-defence waterschap,

- on account of the reasonable degree of importance through the aesthetic quality of the design,

- on account of the high degree of importance for the character of the village as one of the defining buildings on the square,

- on account of the reasonable degree of intactness and recognisability of the exterior,

- on account of the major importance in relation to the structural and visual intactness of the village character.
