Inleiding
VILLA Wilhelmina, 1915, vrijstaand in het Maastrichtse Villapark. Gebouwd in chaletstijl, in opdracht van H. Rutten-Delvoie, in afwijking van de ontwerptekening van architect Joseph Hollman. Voetmuur met ijzeren hekwerk in opdracht van E. Efstathopoulos, 1918; aanbouw van een bouwlaag met balkon aan de achtergevel, XXb. Deze aanbouw alsmede het bijgebouwde tuinhuisje zijn uitgesloten van bescherming.
Omschrijving
Villa met souterrain, twee bouwlagen en zolderverdieping op rechthoekige plattegrond. Het geheel is gesitueerd in dwarsrichting en heeft een geknikt schilddak met plat. Leien in Maasdekking. Diverse insteekkappen. De overstekken van de insteekkappen aan de oost- en noordgevel zijn uitgevoerd in zeer rijk geornamenteerd ajourwerk en voorzien van nokpionnen. Aan de noordgevel steunt het overstek op houten balkonkolommen. De overstekken aan de overige gevelzijden rusten op rijk geornamenteerde houten consoles. Dakkapellen voorzien van zinken nokversieringen.
Rechthoekige houten T-vensters; rechthoekig houten balkondeurkozijn met zij- en bovenlichten; rechthoekig dubbel houten kruiskozijn in de erker; ronde houten topgevelvensters.
Rechthoekige houten deur onder rijk geornamenteerde smeedijzeren luifel.
Het vooraanzicht van de villa wordt gedomineerd door een gevelrisaliet met erker en balkon, insteekkap met chaletoverstek. Driekante erker met gestucte hoeklisenen en balusters, waarin neo-classicistische stijlelementen te herkennen zijn. Onder de insteekkap aan de noordzijde bevindt de licht risalerende middenas met entree, die nog een aparte smeedijzeren luifel heeft. De ronde topgevelvensters zijn omgeven door yezeria-achtige decoraties met florale motieven.
Rusticaplint met geprofileerde lijst en souterrainvensters.
Bakstenen optrek in kruisverband met gestucte dorpel- en gevellijsten. Segmentboogvormige vensterlijsten met hardstenen dorpels, lateien, aanzetstenen en siermetselwerk in de vulstukken.
Het perceel wordt omgeven door een gepleisterde tuinmuur met in neo-renaissancestijl gestucte hekpijlers en rijk geornamenteerd smeedijzeren hekwerk aan de straatzijde. Hekwerk aan de zijgevel is minder rijk uitgevoerd.
Waardering
De Villa Wilhelmina is van cultuurhistorische waarde als een zeer bijzondere uitdrukking van een typologische en sociaal-economische ontwikkeling: architectuur voor zich buiten de vestingstad vestigende gegoede burgerij.
De architectuurhistorische waarde van de villa is zeer hoog, vanwege de bouwstijl, de hoogwaardige esthetische kwaliteit het materiaalgebruik en de ornamentiek.

Description
Villa with basement, two storeys and attic storey on rectangular floor plan. The whole is situated in transverse direction and has a hipped roof with flat section. Slates in Maas covering. Various roof dormer windows. The overhangs of the roof dormers on the east and north facade are executed in highly ornate openwork and provided with roof ridge finials. On the north facade the overhang is supported on wooden balcony columns. The overhangs on the other facade sides rest on richly ornamented wooden consoles. Roof dormers provided with zinc ridge ornaments.

The front elevation of the villa is dominated by a facade projection with oriel and balcony, roof dormer with chalet overhang. Triangular oriel with stuccoed corner lisenes and balusters, in which neo-classical style elements can be recognised. Below the roof dormer on the north side is the slightly projecting central axis with entrance, which has a separate wrought iron canopy. The round gable-top windows are surrounded by grille-like decorations with floral motifs.
Rustic plinth with moulded list and basement windows.
Brickwork in stretcher bond with stuccoed soffit and facade lists. Segmental arch-shaped window lists with hardstone soffits, lintels, setting stones and ornamental brickwork in the filler pieces.
The plot is surrounded by a plastered garden wall with neo-renaissance style stuccoed gate piers and richly ornamented wrought iron railings on the street side. Railings on the side facade are executed less elaborately.
