Inleiding
In 1885 gebouwd in opdracht van het Ministerie van Justitie als RIJKSWERKINRICHTING voor vrouwen, onder andere bestaande uit een poortgebouw en twee flankerende dienstwoningen. Het ontwerp, uit 1884, is van W.C. Metzelaar. De opbouw van het gebouw verwijst naar de oude gestichtsgebouwen waarbij eveneens een binnenplaats werd omsloten en waarbij ook woningen deel uit maakten van de totale bouwmassa. Toen in 1890 de oplevering plaatsvond waren de vrouwen inmiddels overgeplaatst naar de strafinrichting van Leiden. In het gebouw werden toen mannen ondergebracht. Met de bouw van de strafinrichting Norgerhaven (1897-1903) kreeg het gebouw de functie van werkgesticht en sindsdien staat het bekend als Werkgesticht Norgerhaven met de flankerende dienstwoningen Rust Roest en Werklust. De bescherming omvat het frontgebouw, de hoofdmassa en de oorspronkelijke symmetrisch ingedeelde gevelopbouw. Daarnaast is vermeldenswaardig dat een deel van de omgrachting nog aanwezig is.
Omschrijving
In sobere, hier en daar ambachtelijke, maar overwegend functionele stijl uitgevoerd gebouw. Het geheel is in baksteen opgetrokken, omsluit een binnenplaats en wordt aan oostelijke zijde afgesloten door twee (voormalige) woningen, een poortgebouw met (deels vernieuwde) muren. De beide woningen omvatten twee bouwlagen en worden gedekt door een afgewolfd zadeldak; windveren; schoorstenen. De gevels worden ingedeeld door 12-ruits schuiframen en 6-ruits schuiframen op de zolderverdieping; sierankers. Het centraal geplaatste poortgebouw wordt gedekt door een zadeldak; betonnen goten. De gevel wordt gedomineerd door de zware deuren met zwaar siergeheng; natuurstenen negblokken en sluitsteen met initialen WJC. Boven de poort een klok. Symmetrisch geplaatste, licht getoogde 12- ruits ramen en dubbele met stijl uitgevoerde 4-ruits ramen (inmiddels getralied).
De zuidelijke en noordelijke vleugels worden gedekt door een met pannen bedekt zadeldak; schoorstenen; dakkapellen; betonnen goten. Gevelindeling met groepsgewijs geplaatste 12-ruits schuiframen; 6- ruits ramen en 4-ruits ramen. De verdeling is gebaseerd op de aanwezigheid van zalen, trappenhuis en kleinere dienstruimten. De westelijke vleugel heeft een vergelijkbare hoofdvorm maar is in onderdelen deels aangepast. Constructief van belang zijn de nog aanwezige gietijzeren kolommen met kussenkapiteel en segmentboogvormige overbrenging naar de I-profiel-onderslagbalk van de in ijzer vervatte, gemetselde troggewelven. De voormalige Rijkswerkinrichting voor vrouwen (nu werkgesticht Norgerhaven) alsmede de flankerende dienstwoningen Rust Roest en Werklust zijn van cultuurhistorisch, architectuurhistorisch, typologisch, stedebouwkundig belang alsook van belang voor de geschiedenis van de Rijkswerkinrichting Veenhuizen; tevens van belang als functionele onderdelen van het uitzonderlijk waardevolle complex Veenhuizen.

The facade is dominated by the heavy doors with heavy ornamental hinges; natural stone corner blocks and keystone with initials WJC. Above the gateway a clock. Symmetrically placed, slightly arched 12-pane windows and double 4-pane windows executed with muntins (since then barred).
The southern and northern wings are covered by a gabled roof with tiles; chimneys; roof dormers; concrete gutters.
