Volgens de principes van het Nieuwe Bouwen in 1934 in opdracht van de NV Cineac (van het Algemeen Handelsblad) naar ontwerp van J. Duiker als verbouwing (van het grotendeels daartoe afgebroken Cafe Populaire/de la Paix uit 1919) uitgevoerde bioscoop-gebouw - in oorsprong bestemd tot actualiteitentheater met doorlopende filmvoorstellingen - genaamd Cineac, en destijds ingericht met ruim 600 zitplaatsen.
Het min of meer blokvormige, plat afgedekte gebouw is opgetrokken als staalskelet - bestaande uit de serie van rechthoekige portalen opklimmend in grootte en op verschillende afstand van elkaar, onderling verbonden door schoren tussen kolommen en balken en door vakwerkliggers alsmede een dwarsstaand steunjuk van vakwerkkolommen - tussen deels bestaande en deels nieuwe baksteenmuren, die in oorsprong bekleed waren met grijsgekleurde staalplaten, op een onregelmatige grondslag, waarbij een diagonaal geprojecteerde parabool (de zaal) en de elkaar onder een stompe hoek kruisende rooilijnen van de Reguliersbreestraat en de Regulierssteeg de hoofdvorm bepalen. De over de volle hoogte van het gebouw overhoeks gesitueerde zaal heeft op ongeveer halverhoogte een halfdiep, getrapt balcon, en wordt geflankeerd door trappenhuizen - met spil - en steektrappen- en dienstruimten. Deze laatste zijn, behalve het reeds bestaande souterrain, ondergebracht op vier verschillende niveaus, te weten de beganegrond, het cabineplan (van de in de ZW-hoek opgestelde projectoren op de tweede bouwlaag), het kantorenplan (op de derde bouwlaag) en het balconniveau (op de vierde bouwlaag), hetwelk in het exterieur wordt weerspiegeld.
De vensters waren oorspronkelijk alle in blauwgelakte dunne stalen kozijnen gevat, en telkens in reeksen geplaatst, met verticale en soms ook lage horizontale, onderverdeling.
Op de ZW-hoek, bij de kruising, is de gevel op beganegrond- en cabineniveau teruggerooid volgens een gebogen lijn, geaccentueerd door de tussen de beide niveaus in geplaatste, schuinoplopende, geknikte betonnen luifel, die, verankerd in de tussenvloer, over de volle breedte van de beide gevels is aangebracht, zodanig dat de linker-ingang (thans toegang tot het niet bij de bescherming behorende woonhuis Amstel 28) nog door de luifel, die bedoeld was om beschutting te bieden aan de wachtersrij, wordt overdekt. Deze luifel was oorspronkelijk bij de hoekpartij voorzien van elf glasplaten, doorlopend in de cabine-vloer. De overkragende, blokvormige bovenbouw wordt bij de open hoek gesteund door een dunne, ronde staalkolom, die binnen de bovenbouw zichtbaar wordt voortgezet. De rooilijnen worden op de teruggerooide beganegrond-laag gemarkeerd door een witte tegelvloer.
De gebogen, overhoekse benedenbouw bevat op de beganegrond een moderne, achtzijdig uitgebouwde kassa (in plaats van het oorspronkelijke, vrijstaande, geheel cilindrische kassa-gebouw, en derhalve afwijkend van het oorspronkelijk ontwerp en niet beschermenswaardig);aan de gebogen wand is links daarvan het segmentvormig uitgebouwde toegangsportaal tot de zaal gesitueerd, geflankeerd door een korter, dito uitgangsportaal aan de linkerzijde, en rechts het rechthoekig uitgebouwde toegangsportaal tot het trappenhuis naar het balcon; de beide toegangen bezitten elk een stel dubbele, blauwgelakte stalen deuren - aan de bovenzijde voorzien van een lichtbak met melkwitglas-ruit en stalen letters die respectievelijk de opschriften ZAAL en BALKON vormen - en een verchroomd stalen buishek aan de buitenzijde. De tussengelegen muurdammen bezitten ondiepe vitrines. Op het cabine-niveau is een reeks van in totaal dertien smalle, hoge vensters over de volle lengte en breedte van dit hoekgedeelte aangebracht. De evenwijdig aan de straten geprojecteerde bovenbouw heeft op het kantorenniveau bij de hoek een reeks van elk veertien smalle, hoge vensters in beide gevels. Het bovenste gedeelte is blind en wordt aan beide zijden afgesloten door een smalle waterlijst en een dun stalen buishek.
De hierop aansluitende Z-gevel ligt wat betreft de rechterhelft - uitgezonderd het uiterst rechts geprojecteerde, L-vormige portiek vrijwel geheel in de rooilijn van de Reguliersbreestraat. De beganegrondverdieping wordt hier grotendeels in beslag genomen door het portaal naar het hoofdtrappenhuis, waarbij de straatwand is voorzien van ondiepe vitrines, en door het portiek - voorzien van blauwe vloertegels in kleiner formaat, en links de, nu dichtgezette, ingang naar de fietsenstalling in het souterrain, links bij de sprong de toegang naar het kantoren-trappenhuis en rechts de zij-uitgang met dubbele blauwgelakte, stalen deuren. Boven de luifel bevindt zich een reeks verdiepte vensters, oorspronkelijk onderverdeeld in vijf. In het midden is dwarsstaand een recentelijk gewijzigde lichtreclame met de naam CINEAC aangebracht in sterk vereenvoudigde vorm ten opzichte van de oorspronkelijke lichtreclame, die op het dak - met een eigen stalen draagconstructie - werd voortgezet.
Geheel rechts sluit, licht naar voren, tot de exacte rooilijn, uitstekende, O-gevel aan de smalle tussensteeg aan; deze gecementeerde gevel wordt slechts door drie vensters in de top doorbroken; op smalle muurdam aan de Reguliersbreestraat een veelhoekige vitrine.
De op verschillende hoogte beëindigde W-gevel (van links naar rechts sprongsgewijs oplopend) ligt afgezien van de teruggerooide, gebogen benedenbouw op de ZW-hoek en de geheel links gesitueerde uitgangsportiek, geheel in de rooilijn van de Regulierssteeg. De gevel bevat een twee tot drie lagen hoge grijze tegellambrizering en wordt op de beganegrond verder nog doorbroken door de linker-dienst-ingang, de thans dichtgezette vensterpartij van de voormalige luchtzuiveringsbedieningsruimte en de portiek met twee stel dubbele, blauwgelakte, stalen deuren. Op het cabine-niveau bevinden zich in het midden twee naast elkaar geplaatste reeksen van elk vier staande vensters, waarboven op het kantorenniveau twee dito reeksen van liggende vensters ten behoeve van de daarachter gelegen personeelsruimten. Boven de links vooraan gesitueerde schoorsteen torent achteraan de met zinkplaten beklede vierkante luchtverversingskoker uit, terwijl aan de Z-zijde rechts een cilindrische betonnen luchtkoker is aangebracht op het platte dak.
Inwendig de oorspronkelijk enigszins eivormige zaal waarin het steil aflopende, ingezwenkte balcon tot halverwege uitsteekt en gesteund wordt door de uitkragende muur van de cabine-ruimten en de met stucwerk beklede vakwerkligger in het midden; de twee vierkante gaten voor de projectoren bevinden zich zuidelijk daarvan. In de directeurskamer behalve de zichtbare hoekkolom nog een tweede staalkolom ter ondersteuning.

According to the principles of the New Building movement in 1934 commissioned by the NV Cineac (of the Algemeen Handelsblad) to the design of J. Duiker as a conversion (of the largely demolished Cafe Populaire/de la Paix from 1919) executed cinema building - originally intended as a newsreel theatre with continuous film performances - named Cineac, and at that time equipped with approximately 600 seats.
The more or less cubic, flat-roofed building is constructed as a steel skeleton - consisting of a series of rectangular portals increasing in size and at different distances from one another, interconnected by bracing between columns and beams and by truss girders as well as a cross-standing support frame of lattice columns - between partly existing and partly new brick walls, which were originally clad with grey-coloured steel plates, on an irregular ground plan, whereby a diagonally projected parabola (the auditorium) and the rooflines of the Reguliersbreestraat and the Regulierssteeg crossing one another at an obtuse angle determine the main form. The auditorium situated diagonally across the full height of the building has at approximately half-height a half-deep, stepped balcony, and is flanked by staircases - with spiral - and step staircases and service rooms. The latter are, apart from the already existing basement, housed on four different levels, namely the ground floor, the cabinet level (of the projectors positioned in the SW corner on the second storey), the office level (on the third storey) and the balcony level (on the fourth storey), which is reflected in the exterior.

The curved, diagonally positioned lower section contains on the ground floor a modern, octagonal ticket booth (in place of the original, free-standing, entirely cylindrical ticket booth, and therefore deviating from the original design and not worthy of preservation); on the curved wall to the left of it is the segment-shaped extended entrance portal to the auditorium, flanked by a shorter, similarly extended exit portal on the left side, and on the right the rectangular extended entrance portal to the staircase to the balcony; both entrances possess each a pair of double, blue-lacquered steel doors - provided at the top with a lightbox with milk-white glass pane and steel letters forming respectively the inscriptions ZAAL and BALKON - and a chrome-plated steel tube gate on the exterior. The intermediate wall sections possess shallow vitrines. At the cabinet level a series of in total thirteen narrow, tall windows is applied across the full length and width of this corner section. The superstructure projected parallel to the streets has at the office level at the corner a series of fourteen narrow, tall windows each in both façades. The upper section is blank and is closed on both sides by a narrow drip moulding and a thin steel tube gate.
The S façade adjacent to this lies with regard to the right half - except for the L-shaped portico projected at the extreme right almost entirely in the roofline of the Reguliersbreestraat. The ground floor level is here largely occupied by the portal to the main staircase, whereby the street wall is provided with shallow vitrines, and by the portico - provided with blue floor tiles in smaller format, and on the left the, now blocked, entrance to the bicycle storage in the basement, on the left at the step the access to the office staircase and on the right the side exit with double blue-lacquered, steel doors. Above the canopy is a series of recessed windows, originally subdivided into five. In the middle is transversely a recently modified illuminated sign with the name CINEAC applied in greatly simplified form in comparison to the original illuminated sign, which was continued on the roof - with its own steel support structure.
Far right, slightly projecting forward, to the exact roofline, the O façade adjoins the narrow intermediate alley; this cemented façade is broken only by three windows at the top; on narrow wall section at the Reguliersbreestraat a polygonal vitrine.
The W façade terminating at varying heights (rising in steps from left to right) lies, apart from the set-back, curved lower section at the SW corner and the entirely left-positioned exit portico, entirely in the roofline of the Regulierssteeg. The façade contains a two to three storey high grey tile dado and is on the ground floor further broken by the left service entrance, the now blocked window section of the former ventilation control room and the portico with two pairs of double, blue-lacquered, steel doors. At the cabinet level in the middle are two series of four standing windows placed next to one another each, above which at the office level two similar series of horizontal windows for the staff rooms located behind. Above the chimney positioned at the left front towers behind the square air-conditioning duct clad with zinc plates, whilst on the S side on the right a cylindrical concrete air duct is applied on the flat roof.
Internally the originally somewhat egg-shaped auditorium in which the steeply sloping, curved balcony extends to halfway and is supported by the cantilever wall of the cabinet rooms and the stucco-clad truss girder in the middle; the two square openings for the projectors are located south of it. In the director's office apart from the visible corner column a second steel column for support.
