Inleiding.
Voormalig woonhotel Willemspark uit 1929-1931 in zakelijk-expressionistische stijl naar ontwerp van de architect A.H. Wegerif. Het vrijgelegen gebouw op L-vormige plattegrond is door een tuin met oud geboomte omgeven.
Omschrijving.
Het als woonhotel gebouwde flat Willemspark in zakelijk-expressionistische stijl bestaat uit twee haaks op elkaar gesitueerde vleugels met een toren in de hoek. Het uit een gewapend betonskelet opgetokken bouwwerk telt zes bouwlagen. De gevels zijn met gele baksteen bekleed. De zes woonlagen manifesteren zich uitwendig in de langgerekte vensterstroken met stalen ramen. Over drie verdiepingen markeren uitstekende balkons de horizontale geleding. Driehoekige of rechthoekige partijen bij de hoeken, per verdieping of als doorlopend element, doorbreken de horizontale structuur. De oorspronkelijke kleurstelling is ten dele nog aanwezig: geel-grijs voor het beton van de balkons, zwart voor de balkonhekken en blauw-grijs voor de stalen raamkozijnen.
In de expressionistisch vormgegeven toren op de hoek van de twee vleugels was oorspronkelijk een aanvullend waterreservoir ondergebracht. De bakstenen toren is uit kwadranten opgebouwd, die gedeeltelijk overhoeks geplaatst zijn. De bovenste geleding van de toren heeft een decoratie met gesinterd aardewerk; de afdekking is bekleed met roodkoper. Glas-in-lood is te vinden in de verticale vensterpartijen. Op de parterre van de toren is de hoofdentree gesitueerd. Hierachter bevindt zich de centrale hal met het trappehuis dat met mozaïek is verfraaid. De oorspronkelijke indeling van de appartementen was fexibel; toekomstige bewoners bepaalden zelf in hoge mate de indeling van de luxueuze appartementen. Deze varieerden in grootte en aantallen kamers. De inrichting van de appartementen was functioneel en herinnerde aan de De Stijl-beweging. In 1959 is de flat in gebruik genomen als Ministerie van Sociale Zaken waarvoor de oorspronkelijke interieurs ingrijpend werden gewijzigd.
Rondom het aan de rand van het villapark Willemspark gelegen flatgebouw is een fraaie tuinaanleg met oud geboomte.
Waardering.
Het flatgebouw met tuin is van cultuurhistorische en typologische waarde vanwege zijn voor Nederland zeldzame woonvorm van het luxueuze woonhotel, dat in de periode tussen de beide Wereldoorlogen met name in Den Haag enige opgang deed. Architectuurhistorisch is het een waardevol voorbeeld van zakelijk-expressionistische vormgeving; hoofdvorm, detaillering en materiaalgebruik zijn gaaf. Een toegevoegde waarde is de stedebouwkundig markante situering in het groen in een van de fraaiste villaparken van Den Haag.

Description.
The flat Willemspark, built as a residential hotel in business-expressionist style, consists of two wings positioned at right angles to each other with a tower at the corner. The building, erected on a reinforced concrete skeleton, comprises six storeys. The facades are clad in yellow brickwork. The six residential levels manifest themselves externally in the elongated window strips with steel frames. Over three storeys projecting balconies mark the horizontal articulation. Triangular or rectangular sections at the corners, per storey or as continuous elements, interrupt the horizontal structure. The original colour scheme is still partially present: yellow-grey for the concrete of the balconies, black for the balcony railings and blue-grey for the steel window frames.
In the expressionistically designed tower at the corner of the two wings an additional water reservoir was originally housed. The brick tower is built from quadrants, some of which are placed diagonally. The upper articulation of the tower has decoration with sintered earthenware; the coping is clad in red copper. Stained glass is found in the vertical window sections. On the ground floor of the tower the main entrance is situated. Behind this is the central hall with the staircase which is decorated with mosaic. The original layout of the apartments was flexible; future residents determined themselves to a large extent the layout of the luxurious apartments. These varied in size and number of rooms. The fitting out of the apartments was functional and recalled the De Stijl movement. In 1959 the flat was taken into use as the Ministry of Social Affairs for which the original interiors were substantially altered.
Around the flat building, situated at the edge of the villa park Willemspark, there is a fine landscape garden with mature trees.
Valuation.
The flat building with garden is of cultural-historical and typological value because of its rare form of housing in the Netherlands, the luxurious residential hotel, which in the period between the two World Wars in particular in The Hague gained some currency. Architecturally it is a valuable example of business-expressionist design; principal form, detailing and material use are intact. An added value is its urban planning significance in a green setting in one of the finest villa parks in The Hague.
