The Department's description
Exterior description and setting
An open head lever type pump with a plain column and fluted cap. The column is inscribed with a flag logo (denoting manufacture by Lee Howl & Co, Tipton, England) and '2 1/2". It is probably a 'Paragon strong yard pump'. It is mounted on a concrete base in the garden beside the lane. The handle is missing a link where it connects to the colomn.

Evaluation
Good example of this type of cow tail water pump. It also has group value with the other water pumps in Park lane.
