The National Monuments Service's description
Though not indicated on the Down Survey (1655-6) barony map of Gowran or on the parish map of Dungarvan, the terrier accompanying the parish map describes, ‘There is a corne mill at Cloghlea in good repaire’ and lists ‘Redm[on]d Archdeacon & W[illa]m St. Leger’ as the proprietors in 1640 (NLI MS720).
On both the Down Survey barony and parish map the 17th-century townland of Cloghlea is indicated as two separate portions of land. The N portion equates with the modern townland of Cloghala. It is more likely that the mill was located in the S portion, which equates primarily to the modern townland of Scart, as a river flows north-westward through the upper portion of Scart before turning south-westward along the boundary separating the modern townland of Dungarvan (also formally part of the S portion of Cloghlea) and Kilmanaheen. The mill is unlocated within these townlands.
