The National Monuments Service's description

On a ridge overlooking a stream, in NE suburbs of Tuam town (GA029-199----). Well-preserved shell of a circular three-storey windmill (D 3.7m) with opposing doorways at ENE and WSW. The 1st and 2nd floors are lit by four single-light rectangular windows at each of the cardinal points. According to local information, this windmill and a similar example (GA029-069----), which lies c. 870m to E, were constructed by Dr Hort, Bishop of Tuam between 1742-52.
