The National Monuments Service's description
On E side of Fuagh Leo (Ooghleo on OS 6-inch map) on S shore of the island. Tobar Leo consists of a small irregularly shaped natural rockpool on a ledge, fed from a spring in the rock face above it. (O'Flanagan 1927b, Vol. 1, 486; Westropp 1911, 74)
