The National Monuments Service's description

Located within Kilcar graveyard (DG096-010007-).
This bullaun stone consists of an irregularly-shaped stone (0.46m x 0.24m; H 0.24m) with an approximately oval-shaped depression (0.15m x 0.13m; D c. 0.1m) in the centre of the upper surface. It was first noted in 2018, and its exact provenance is unknown.
