Société d'économie mixte, la SEDRé est, depuis 1968, en lien avec les collectivités locales et les sociétés immobilières départementales, un acteur majeur de l'urbanisation de l'île de La Réunion vu son rapport d'assistance à maîtrise d'ouvrage des structures et entreprises de construction actives sur l'île. C'est sur une parcelle départementale de la rue de Paris qu'est édifié, en 1979, un bâtiment destiné à accueillir le nouveau siège social de la SEDRé. Cet acte architectural et urbain est d'autant plus fort que l'édifice du siège occasionne en 1977 la destruction d'une habitation du XIXe siècle qui était devenue la maison de l'Office national des Forêts. C'est à Jean Hébrard et Pierre Abadie que revient, suite au concours lancé en 1975 et remporté en 1976, la tâche de concrétiser ce nouveau projet, fonctionnel par son ampleur et sa structure et notable par son esthétique. En 1975-1976, ils livrent des plans de l'hôtel du Département, dit palais de La Source, qui donne à voir aujourd'hui la seule tour entièrement vitrée de l'île. Dans les mêmes années, Hébrard et Abadie agrandissent et transforment l'hôtel consulaire de la chambre de Commerce et d'Industrie de La Réunion (rue de Paris) où ils mettent en œuvre, comme au palais de La Source, le principe de corps de bâtiments juxtaposés et reliés par galeries circulant dans des espaces arborés.

Situés en cœur d'une parcelle limitée par les rues de Paris, à l'ouest, et Monseigneur-de-Beaumont, au nord, les bâtiments du siège de la SEDRé forment un plan général en quadrilatère, se décomposant en cinq corps à la fois hiérarchisés et reliés entre eux par un escalier central à coursives fermées et un système de galeries couvertes et de patios. Ces corps bâtis comprennent : en milieu de parcelle, dans l'axe nord-sud, deux bâtiments sur trois niveaux séparés par l'escalier hors œuvre qui assure leur desserte et leur liaison ; à l'avant de ces corps hauts, deux bâtiments de plain-pied sur un niveau reliés par des galeries dont un passage central formant l'accès principal à l'ensemble ; à l'arrière, dessinant une excroissance donnant sur l'aire de stationnement, un bâtiment sur un niveau, largement vitré, abritant la cafétéria et relié au reste par une galerie couverte. Tous ces éléments s'articulent autour d'un patio central arboré tout comme le jardin périphérique qui place le siège de la SEDRé dans un environnement agréable. Le caractère imposant de l'ensemble est contrebalancé par l'important retrait ménagé par les volumes bas. Réalisé en panneaux de béton préfabriqués, l'ensemble s'impose parmi les créations contemporaines majeures de l'île, par le dessin original des ouvertures aux angles adoucis et aux embrasures profondes. Le siège de la SEDRé se signale par l'originalité de ses façades, dont le traitement rappelle les expérimentations du cabinet dans la réalisation des logements de la ZUP IV au Port (forme adoucie des encadrements), inspirées par le goût en vogue en métropole au cours des années 1970.
