Dès 1964, le département projette la construction d'un théâtre en plein air à vocation culturelle et populaire. Le choix du site se porte sur Saint-Gilles pour des raisons climatiques et géographiques. Les travaux de terrassement peuvent en effet être limités grâce à la pente naturelle du sol, correspondant à celle des gradins. Les architectes Jean Tribel et Gilbert Royer travaillent sur la construction. Le théâtre se développe en hémicycle et se compose de 824 gradins extensibles à 1024. Les travées décalées permettent de dessiner un cercle complet de spectateurs depuis la scène. L'usage exclusif du béton brut apparente ce théâtre au mouvement architectural dit " brutaliste ". La pose de la première pierre a lieu en 1968. Le théâtre est inauguré en 1970, lors du premier festival de l'Océan Indien.
