L'idée de construire une cité universitaire à caractère international naquit au lendemain du cataclysme de la Grande Guerre. Le choix du site de l'enceinte fortifiée remonte à l'année 1921. Deux ans plus tard, on commença à démolir les fortifications afin de construire la première résidence de la Cité : la Fondation Deutsch de la Meurthe, du nom de son donateur, un riche industriel du pétrole. L'architecte Lucien Bechmann, apparenté à la famille du mécène, reçut commande du projet. Sa participation à l'édification de la Cité ne se limita pas à la construction de cette première fondation. Il fut également l'architecte-conseil de l'ensemble de la Cité jusqu'aux années cinquante. C'est lui qui fut chargé d'en tracer le plan général. Par sa composition d'ensemble : sept pavillons disposés autour d'un jardin central, les matériaux (brique, pierre et ardoise) , la présence de bow-windows, les fenêtres à meneaux et les motifs pittoresques tels qu'échauguettes et tourelles d'angles, le style architectural de la Fondation Deutsch de la Meurthe évoque sans ambiguïté celui des collèges anglais. The idea of building an international-character university city was born in the aftermath of the cataclysm of the Great War.
