Building constructed by the architect Alfred Foliot-Sinval, presenting a façade representative of the Third Republic. The stairwell possesses decoration of marbles and a staircase with an offset landing which features a wrought-iron railing with classical inspiration decoration. The bow-windows of the stairwell, built projecting, are decorated with neo-medieval stained glass.
