Le monument Petremand de Valay est érigé à la mémoire des bienfaiteurs de la commune de Valay : Désiré-Adrien Petremand de Valay (1758-1849) et son épouse Françoise Marie Louise, née de Salignac La Mothe-Fénelon (1767-1847). Le monument est également dédié à Barbe Reigner, autre donatrice de la commune. Il est inauguré le 24 novembre 1857 sur la place Fénelon, renommée le jour même en l'honneur de Madame de Valay. La commune doit à la famille Valay l'établissement des Sœurs de Saint-Vincent de Paul pour l'instruction des jeunes filles et celui des Frères des Écoles Chrétiennes pour l'instruction des jeunes garçons, la salle d'asile et le cimetière. Le monument est financé par souscription publique lancée en 1856. À la suite d'une participation à hauteur de 1500 francs par la commune, suivront près de deux cents souscripteurs, principalement des ecclésiastiques. La compagnie Générale des sépultures, basée à Paris, semble avoir été choisie mais le projet n'aboutit pas. La fonderie Saint-Eve de Besançon est finalement retenue pour réaliser la fonte, sur un modèle proposé par le sculpteur Paul Franceschi. L'effet est réaliste, la sculpture ayant été exécutée d'après un daguerréotype. Un marché est également passé avec le sculpteur marbrier bisontin Joseph-Salomon Piguet pour les bas-reliefs du socle.

Le monument est référencé dans l'application du musée d'Orsay « À nos grands hommes » consacrée à la statuaire publique de la Renaissance à 1945 (www.anosgrandshommes.musee-orsay.fr). Dans ce corpus, il est à noter l'intérêt de la technique : il s'agit d'une fonte de fer, souvent destinée aux fontaines et copies d'antique, alors que la plupart des monuments publics sont en bronze. Il s'agit par ailleurs de la plus grande fonte réalisée par la fonderie Saint-Eve de Besançon. Le sculpteur et mouleur Paul Franceschi (1828-1894), auteur du groupe sculpté, est bien connu dans le corpus de la sculpture régionale. Disciple de François Rude (1784-1855) et ami de Just Becquet (1829-1907), il exécute plusieurs statues pour des édifices religieux bâtis par l'architecte Alfred Ducat (1827-1898) ainsi que des modèles pour la fonderie Saint-Eve et des marionnettes (musée comtois). Les drapés de Valay rappellent ses réalisations pour la cour de l'hôpital de Besançon. Le soubassement d'origine a disparu dans les années 1960, probablement en raison du mauvais état de la pierre. Il a été remplacé par un soubassement en maçonnerie faisant disparaître les inscriptions en l'honneur des Petremand de Valay et modifiant la perception de la sculpture en la plaçant plus haut.

The Petremand de Valay monument is erected in memory of the benefactors of the commune of Valay: Désiré-Adrien Petremand de Valay (1758-1849) and his wife Françoise Marie Louise, née de Salignac La Mothe-Fénelon (1767-1847).
