L'hôtel de ville fut édifié au début du 16e siècle dans un beau style flamboyant. En partie incendié vers le milieu du siècle, il fut restauré et subit d'importantes transformations à la fin du 17e siècle. La décoration des baies flamboyantes et de la frise intermédiaire de la façade (motifs végétaux et animaliers) sur la place a été préservée dans son authenticité du 16e siècle. Sur la cour, tourelle d'escalier 16e siècle et aile en retour ont été conservées. Son classement sur la liste des monuments historiques, en 1862, fut annulé en 1935, suite à l'incendie de 1918 qui le ruina presque totalement et ce malgré les restaurations entreprises dès 1919 et le réaménagement intérieur des années 30. Le déclassement sanctionnait aussi la destruction de maisons 17e siècle voisines de l'édifice par la commune. Dans la salle du Conseil Municipal, sept toiles marouflées exécutées en 1942-1943 par les peintres Largeteau, Hoffmann et Beaupuy représentent les grandes heures de l'histoire noyonnaise. Dans l'extension contemporaine de l'hôtel de ville, on remarque quatre bas-reliefs provenant de l'Exposition Coloniale de 1931 et réalisés par le sculpteur Pinchon, une toile de Guyenot représentant les Travaux des Champs (1944) et une de Porphyre Pinchon - le créateur de Bécassine - représentant la Remise de la croix de guerre à la Ville de Noyon en 1919. L'état de la partie 16e siècle de l'édifice est relativement mauvais. Le décor sculpté flamboyant de la façade sur la place est aujourd'hui très altéré.

The town hall was built in the early 16th century in a fine Flamboyant style. Partly burned around the middle of the century, it was restored and underwent important transformations at the end of the 17th century. The decoration of the Flamboyant openings and the intermediate frieze of the façade (vegetable and animal motifs) on the square has been preserved in its 16th-century authenticity. On the courtyard, 16th-century staircase turret and return wing have been preserved. Its listing on the list of historic monuments, in 1862, was cancelled in 1935, following the fire of 1918 which ruined it almost entirely and this despite the restorations undertaken from 1919 and the interior reorganization of the 1930s. The delisting also sanctioned the destruction of 17th-century houses neighbouring the building by the municipality. In the Municipal Council chamber, seven canvases mounted on panel executed in 1942-1943 by the painters Largeteau, Hoffmann and Beaupuy represent the great hours of Noyon's history. In the contemporary extension of the town hall, one notices four bas-reliefs from the Colonial Exhibition of 1931 and executed by the sculptor Pinchon, a canvas by Guyenot representing the Works of the Fields (1944) and one by Porphyre Pinchon - the creator of Bécassine - representing the Presentation of the Croix de Guerre to the Town of Noyon in 1919. The condition of the 16th-century part of the building is relatively poor. The sculpted Flamboyant decoration of the façade on the square is today very altered.
