A partir de 1959, le vélodrome d'hiver semble présenter des problèmes structurels. La situation est exposée à la municipalité en 1961 et la décision est prise de rebâtir une salle omnisports et de démolir le vélodrome. Un terrain de la Plaine Achille est désigné car propriété de la ville et une commande directe est faite à Pierre Dufau, architecte grand prix de Rome qui vient de livrer le palais des sports de Paris. Il faudra cependant attendre 1966 pour l'approbation de l'avant-projet. En octobre 1967, les lots des marchés sont attribués aux entreprises. C'est la Compagnie Française d'Entreprises métalliques qui est choisie pour le montage du dôme, la même qui monta également le Palais des sports de Paris. Les dômes géodésiques sont une conception de Walther Bauersfeld (Berlin 23 janvier 1879-28 octobre 1959) il était ingénieur allemand, employé de Carl Zeiss Iéna, il fut sollicité pour travailler sur le projet d'un planétarium avec l'astronome Max Wolf, dès 1912. La guerre vint interrompre les travaux qui reprirent rapidement. Conçu en 1922, date de dépôt de brevet, le planétarium fut inauguré en 1926. Bauersfeld était ingénieur et mathématicien, il déposa d'innombrables brevets donc beaucoup dans le domaine de l'optique et notamment pour des projecteurs de planétarium. Le démembrement de la Société Zeiss et l'appropriation des brevets allemands par les américains après la Seconde Guerre mondiale via le Board of Economic Warfare permis de faire réapparaître un brevet identique signé par Buckminster Fuller qui y avait opportunément travaillé durant la guerre. C'est la société américaine d'aluminium qui développa différents types de matériaux pour les éléments préfabriqués. A la fin des années 50 et durant les années 60, le style futuriste des dômes eut un grand succès commercial.
