La figure en pied de Paul Deschanel (1855-1922) se dresse au sommet d'un piédestal orné d'un groupe de deux figures allégoriques, la France et l' Eloquence, drapées à l'antique à la jonction de la rue Sully et de la rue Villette-Gâté, face à l'hôtel de ville. La souscription publique est lancée par le Comité du Monument Paul Deschanel en 1925. Ce comité est constitué d'un comité local et d'un comité d'honneur réunissant Gaston Doumergue, Président de la République, M. de Selves, président du Sénat, Raymond Poincaré en tant que premier ministre enfin par le maréchal Pétain. Pour ne pas être en reste, la ville décide le 14 février 1925 d'accorder 4000 francs au Comité. : « Désirant associer la Ville à l'hommage qui doit être rendu à la mémoire de celui qui fut pendant plus de trente ans le représentant de la Ville et de l'arrondissement de Nogent-le-Rotrou au Parlement et qui fut élevé à la suprême magistrature de chef de l' Etat ». Le monument, en pierre pour le socle et en marbre pour la figure en pied, a été inauguré le 24 octobre 1926 et a donné lieu à une cérémonie minutieusement orchestrée par la municipalité (DM 4 octobre 1926). Contrairement à de nombreux monuments de la région, il a conservé son emplacement d'origine et son emmarchement. Cette position dominante dans un contexte urbain contraint - dénivelé important de la rue Sully, croisement de la rue Villette-Gâté puis de nouveau pente descendante vers la place du marché -, ne permet pas une lisibilité parfaite du monument. La statue est difficilement perceptible du piéton ou de fort loin. Deschanel est en position dominante et fermement installé sur ses jambes. Il est tourné vers la mairie qui s'élève face à son monument. Le monument porte les signatures des deux auteurs à la base du piédestal : « ERNEST DUBOIS STATUAIRE/ PATOUILLARD DE MORIANE ARCH ».
