L'Ile-d'Aix représente dès le 17ème siècle, un élément déterminant du dispositif de défense des côtes et de l'arsenal de Rochefort. Dans le souci de protéger cette zone stratégique, une première batterie est édifiée, à cette époque, sur le fort de la Rade, suivie par des fortifications successives. Vauban construit une extension sur le fort de la Rade puis Montalembert apporte sa participation. Au début du 19ème siècle, Napoléon Bonaparte se préoccupe de la fortification de l'Ile- d'Aix. Il va alors unir le bourg dans une enceinte et ordonner, en 1808, la construction d'une maison pour le commandant de la place ainsi qu'un ensemble de casernes. En 1810, est édifié une poudrière juste en arrière des fortifications du bourg. £La poudrière est un petit bâtiment conçu sur un plan rectangulaire, à deux niveaux, situé dans une enceinte ouverte d'une seule porte. Elle est construite au centre d'une cour entièrement pavée. C'est un édifice très massif en pierre de taille muni d'une toiture à deux pans en ardoises. Les pignons découverts sont ornés d'amortissements, en forme de boulets. Les élévations nord-est et sud-ouest sont chacune étayées par quatre contreforts très débordants et couverts en ardoise. La façade sud-est est percée d'une baie à l'étage et la façade nord-ouest se compose d'une porte à deux vantaux ainsi que d'une fenêtre carrée à l'étage. L'intérieur conserve un sol recouvert d'un plancher en chêne. Un escalier également en chêne monte à l'étage en mezzanine. L'ensemble est voûté d'un berceau appareillé et les élévations sont percés de petits évents en chicane, à mi hauteur.
