Puolakkavaara is one of the late settlement villages established in the 1960s, whose layout along a straight road and building stock based on type houses are well preserved.

The village of Puolakkavaara is located north of the Paarnitsa-aava peat production area. Forest and cultivated clearings with their buildings alternate along a long straight stretch of road, on both sides of the road. The building stock consists of type houses and unusually large outbuildings.

Several settlement areas were built in Sodankylä after the Second World War. The villages were built along loop roads branching off from main roads.

Construction of the Puolakkavaara settlement village began in 1962. The village was established with 38 holdings of equal size, and the families had their houses completed within two years. Building materials were obtained from the holdings' own forests. The livelihood came from fields cleared on the holdings, from keeping livestock and reindeer, and from forest work. At the peak of its population, the village had over two hundred children.
